All fines, penalties, and forfeitures in cases involving violations of
the motor vehicle laws of this State shall be paid to the Commissioner
of Motor Vehicles. Fines, penalties, and forfeitures in cases involving
violations of the traffic ordinances of the Mayor and City Council of
Baltimore shall be paid to the Mayor and City Council of Baltimore.

(e) Other Costs. The Court shall impose such^ additional costs,
not specifically enumerated above, for those services, and in such
amounts, as were imposed by the Traffic Court of Baltimore City and
the justices of the peace assigned to sit at the station houses in
Baltimore City, as of the day preceding the first day of May, 1961.

(d) Accounting. The Chief Clerk shall file with the City Treas-
urer at least once in each month an account verified by his oath or
affirmation of all fines, forfeitures, and penalties, imposed in said
court during the past month which are payable to the Mayor and City
Council of Baltimore. Said accounts shall show the names of the
respective defendants, the ordinances or Acts of Assembly under
which said fines, penalties or forfeitures were respectively imposed,
and the amounts paid in each case by said respective defendants.
At the time of filing any account the Chief Clerk shall pay over to
said Treasurer the amount of said fines, penalties, and forfeitures
so received, less any deductions pursuant to the provisions of Section
111 hereof.

The Chief Clerk shall account for, and pay over, all fines, penalties,
forfeitures and costs (including any deductions under Section 111
hereof from fines otherwise payable to the Mayor and City Council of
Baltimore), which are payable to the State of Maryland, in such
manner as may be determined by rule or regulation of the Comptroller
of the State of Maryland.

Refunds shall be paid from such funds as may have been collected
by the Court.

SEC. 2. And be it further enacted, That any monies which have
been appropriated for the administration and Criminal Division pro-
gram of the Municipal Court of Baltimore City in connection with
Article IV, Part V-B, Section 41C, of the Constitution, adopted on
November 8, 1960, and Senate Bill 341 (Chapter 616) and/or House
Bill 423 of the 1961 Regular Session of the General Assembly, and
any authorization whereby revenues in excess of budget estimates
may be made available by approved budget amendment, shall be
available to, and applicable to, the Administration and Criminal Divi-
sion program of the Municipal Court of Baltimore City, and all
funds appropriated for the Traffic Division program of the Municipal
Court or appropriated for the Traffic Court of Baltimore City and
transferred or made available to the Traffic Division program of
the Municipal Court, shall be available for the expenses of the Traffic
Division program of the Municipal Court of Baltimore City, in all
cases both as to the fiscal year ending June 30, 1961, and also as to
the fiscal year ending June 30, 1962.

SEC. 3. And be it further enacted, That, it being the intention of
the General Assembly of Maryland to meet the emergency that has
arisen as a result of the possible suspension of the effect of Chapter
616 of the Laws of the General Assembly of Maryland enacted at its
Regular Session in 1961, including, but not limited to, the necessity
