XXVII.

faid conftitution, or, on the application of the legiflatures of two thirds of the
fcveral ftates, fhall call a convention for propefing amendments, which, in either
cafe, fhall be valid, to all intents and purpofes, as part of the faid conftitution,
when ratified by the legiflatures of three fourths of the feveral ftates, or by con-
ventions in three fourths thereof, as the one or the other modes of ratification may
be propofed by the congrefs: And whereas the third congrefs of the United
States, at the firft feffion, begun and held at the city of Philadelphia, in the ftate
of Pennfylvania, on Monday the fecond of December, one thoufand feven hun-
dred and ninety-three, refolved, by the fenate and houfe of reprefentatives of the
United States of America in congrefs affembled, two thirds of both houfes con-
curring, that the following article be propofed to the legiflatures of the feverai
ftates as an amendment to the conftitution of the United States, which, when
ratified by three fourths of the faid legiflatures, fhall be valid as part of the faid
conftitution, viz. The judicial power of the United States fhall not be conftrued
to extend to any fuit, in law or equity, commenced or profecuted againft one of
the United States by citizens of another ftate, or by citizens or fubjects of any
foreign ftate;

II. Be it enacted, by the General Affembly of Maryland, That the aforefaid
amendment be and it is hereby confirmed and ratified.

CHAP. XXVIII.
An ACT to lay a further tax on Caecil county to complete the
court-houfe, prifon and prifon-yard, at Elkton.
WHEREAS it has been reprefented to this general affembly, by the
commiffioners appointed under an act, entitled, An act for the re-
moval of the feat of juftice from Charles-town to the Head of Elk,
in Caecil county, that the further fum of one thoufand pounds current money
Will be neceffary to complete the faid buildings, which fum the faid commif-
fioners, and other inhabitants, have prayed may be levied in two annual payments
on the inhabitants of Caecil county,

II. Be it enacted, by the General Affembly of Maryland, That the juftices of
Caecil county be and they are hereby empowered and directed to levy and affefs,
at their next levy court, the fum of one thoufand pounds current money on the
affeffable property in faid county, together with the collector's commiffion for
collecting the fame; which faid fum, fo to be affeffed and levied, fhall be col-
lected by the collector of faid county, one third in the year feventeen hundred
and ninety-five, one third in the year feventeen hundred and ninety-fix, and the
remaining third in the year feventeen hundred and ninety-feven, in the fame
manner as the public and county affeffments are by law collected, and the fame,
as foon as collected, fhall, by the faid collector, be paid to the faid commif-
fioners, or their order, for the purpofe of completing the faid public buildings,
and for defraying the expence thereof.

CHAP. XXIX.
An ACT relating to the Patowmack Company, and the naviga-
tion of the Patowmack River.
WHEREAS a variety of unforefeen difficulties have occurred in the
opening of the Patowmack River, and have unavoidably delayed the
fame being rendered navigable: And whereas it is but reafonable and
juft that thofe who have advanced fuch large fums of money in the profecution
of a work of great public and national importance, and have fo nearly effected
the fame, fhould have a further reafonable time for the completion thereof;
therefore,

II. Be it enacted, by the General Affembly of Maryland, That fo much of an
act of the general affembly, paffed at November feffion, feventeen hundred and
eighty-feven, entitled, An act: giving a more fpeedy remedy againft delinquent
fubfcribers to the Patowmack Company, fhall be and the fame is hereby re-
pealed,
