NUMBERS OF PRIVATES AND PRIVATES FIRST CLASS as

shall be recommended from time to time by the Chief of Police, sub-
ject, however, to the approval of the Board of Police Examiners and
the Board of County Commissioners. Those members with the rank
of corporal and below shall be known as "police patrolmen" and
those with a rank above that of corporal shall be known as "police
officers". The aggregate number of police officers shall not exceed
at any time a number which is equal to 1/3 of the aggregate number
of police patrolmen.

(b)  The Chief of Police shall be appointed by the Board of Police
Examiners on the basis of training, physical and mental qualifica-
tions, and moral character. Prior to his appointment, he shall have
had at least 7 years
experience in a recognized form of police work.

(c)  The compensation of the members of the Police Force shall
be paid semi-monthly. It shall be determined by the Board of County
Commissioners, as provided in Section 242A, Chapter 790 of the
1947 Laws of the General Assembly, except that the annual com-
pensation of each of the following ranks shall always exceed the
annual base pay of a police patrolman under the grade of private
first class by not less than the respective figures here noted: Private
First Class, $120; Corporal, $180; Sergeant, $450; Lieutenant, $700;
and Captain, $1,000, and provided that nothing in this Article shall
be construed to prevent the paying of the sum of $100 annually for
a period of eight years as longevity pay, or such other sums for such
pay as the County Commissioners shall determine.

(d)  All appointments to the Anne Arundel County Police Force
shall be made from the qualified voters of Anne Arundel County, and
the Board of Police Examiners of Anne Arundel County shall pro-
vide printed application blanks, upon which each applicant shall set
forth in his own handwriting, his full name, age, place of birth, his
occupation for the five (5) years preceding his application, and such
other information as the said board may require, touching the merits
and fitness of the applicant; such application shall be signed by the
applicant and shall contain the affidavit of the applicant, executed
before a Notary Public of the State of Maryland, that the informa-
tion set forth in said application is true and correct, such application
shall further contain certificates executed by not less than four (4)
reputable citizens who are owners of real estate in Anne Arundel
County, that they have known the applicant for not less than three
(3) years and that his character, reputation, and habits are such as
recommend and qualify him for duty as a police officer, and that
he is in all respects fit and qualified for such duty; provided, however,
that no person shall be appointed on the Anne Arundel County Police
Force who is less than twenty-one (21) or more than [forty (40)]
thirty-five (35) years of age, nor until such applicant shall have filed
with the Chief of Police of Anne Arundel County, a certificate from
the Board of Police Examiners of Anne Arundel County, that they
have examined the applicant and found that said applicant is phys-
ically and mentally qualified to perform and discharge the duties of
a police officer. Provided, however, that the requirements of this
subsection shall not apply to the appointment of a Chief of Police.

(e)  It shall be the duty of the Board of Police Examiners to ascer-
tain by appropriate EXAMINATION AND investigation the qualifi-
cations of all candidates for appointment to or in the Anne Arundel
