records of any such association, corporation, or other institution or
body maintaining such hospital [in reference to such treatment, care
and maintenance of such injured person.] for the purpose of ascer-
taining the hospital charges with regard to the period of confinement
and the itemization of hospital departmental charges and thus esti-
mating the basis for such lien, provided however, that notice of such
inspection is mailed to said patient.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1959.

CHAPTER 641
(House Bill 487)

AN ACT to add new Section 149A to Article 66½ of the Annotated
Code of Maryland (1957 Edition), title "Motor Vehicles", sub-title
"Motor Vehicle Financial Responsibility", to follow immediately
after Section 149 thereof, providing for the disposition by the
Financial Responsibility Division of the Department of Motor
Vehicles of certain checks or payments when the payee or the per-
son or persons claiming through the payee cannot be located and
relating generally to the procedure for the disposition of such
checks or payments.

Section 1. Be it enacted by the General Assembly of Maryland,
That a new Section 149A be and is hereby added to Article 66½ of
the Annotated Code of Maryland (1957 Edition), title "Motor Ve-
hicles", sub-title "Motor Vehicle Financial Responsibility", said new
section to follow immediately after Section 149 thereof, and to read
as follows:

l49A. (a) Whenever the Financial Responsibility Division of
the Department holds a check or payment due to any person, firm,
association or corporation, and the payee, or person or persons
claiming through him or it, cannot be located after five years of
reasonable effort, the funds shall be disposed of as in this section
provided.

(b) During the month of December following the end of the said
five-year period, the Department shall publish the name of the said
payee, as shown by its records, in a newspaper of general circulation
in the City or County in which the payee is believed to have lived,
if such city or county is in the State of Maryland. If the payee is
believed to have lived outside the State of Maryland, the publication
shall be in a newspaper of general circulation in the City or County
in which the Department has its main office. In either event, the
publication shall give notice to the payee, and to any person or per-
