(b)  All bonds, certificates or other evidence of indebtedness issued
under the provisions of this Act shall have and are hereby declared
to have all the qualities of negotiable instruments under the negoti-
able instruments law of this State, and the bonds of the Commission,
and the interest thereon, shall be and remain forever exempt from all
State, municipal and local taxation.

(c)  The said bonds shall be guaranteed as to payment of principal
and interest by the County Commissioners for Prince George's
County, but the Commission may, at its option, waive the guarantee
of the County herein authorized.

Sec. 2. And be it further enacted, That the Washington Suburban
Sanitary Commission is authorized and empowered to develop the

land, interest in land sites and facilities heretofore or hereafter
acquired and used in the Anacostia River F
lood Control and Naviga-
tion Project in or near
Bladensburg, Prince George's County, Mary-

land, for a marina and boat basin and for buildings, structures, and

piers which may be leased to or used by persons, firms and corpora-

tions for a boat repair yard, for boat storage, for fuel and oil storage
and sale, for boat, ship or yacht supplies or parts; or for other activi-
ties, commercial or recreational in nature, determined by the Commis-
sion to be necessary, desirable or compatible with the development of

the marina and boat basin for use and enjoyment by the public, with-
out limitation, however, by reason of the specification of certain of
such ventures and activities set forth herein. The Commission shall
have the power and authority to make contracts and leases and to ex-

ecute all instruments necessary or convenient, including contracts or
leases with respect to the use of facilities of the marina or boat basin,
piers, structures or buildings, parking facilities, concessions, or other
facilities on such terms and for such purposes as the Commission
may
deem advisable.

SEC. 2. AND BE IT FURTHER ENACTED, THAT THE
WASHINGTON SUBURBAN SANITARY COMMISSION IS AU-
THORIZED AND EMPOWERED TO DEVELOP THE LAND, IN-
TEREST IN LAND, SITES AND FACILITIES HERETOFORE
OR HEREAFTER ACQUIRED AND USED IN THE ANACOSTIA
RIVER FLOOD CONTROL AND NAVIGATION PROJECT IN
OR NEAR BLADENSBURG, PRINCE GEORGE'S COUNTY,
MARYLAND, FOR A MARINA AND BOAT BASIN, AND TO
CONSTRUCT ADDITIONAL PIERS AND OTHER WATER-
FRONT WORKS AND FACILITIES, INCLUDING A SEAFOOD
BUILDING IF THE COMMISSION IN ITS JUDGMENT DETER-
MINES THAT SUCH CONSTRUCTION IS NECESSARY TO THE
PROPER DEVELOPMENT OF THE MARINA. THE COMMIS-
SION SHALL HAVE THE POWER AND AUTHORITY TO MAKE
CONTRACTS AND LEASES AND TO EXECUTE ALL INSTRU-
MENTS NECESSARY OR CONVENIENT, INCLUDING CON-
TRACTS OR LEASES WITH RESPECT TO THE USE OF
FACILITIES OF THE MARINA OR BOAT BASIN, PIERS,
STRUCTURES OR BUILDINGS, PARKING FACILITIES, CON-
CESSIONS, OR OTHER FACILITIES ON SUCH TERMS AND
FOR SUCH PURPOSES AS THE COMMISSION MAY DEEM
ADVISABLE. THE COMMISSION IS ALSO AUTHORIZED TO
LEASE LAND AT THE MARINA TO PERSONS, FIRMS OR
CORPORATIONS WHO DESIRE TO CONSTRUCT BUILDINGS
