for cause and after a hearing in accordance with the provisions of
the Maryland Administrative Procedures Act.

(13) The Board of County Commissioners shall include all of
the members of the Police Force in the Maryland State Retirement
System as provided by Sections 21 to 30 of Article 73B of the An-
notated Code of Maryland (1957 Edition).

(14) No members of the Police Force shall engage in any po-
litical activity.

SEC. 2. And be it further enacted, That the Board of County

Commissioners shall on June 1, 1959 immediately commence the or-
ganization of the Police Force in accordance with the provisions of
this act. However, the members of the Police Force shall not take

office until June 1, 1960 and the Police Force shall not assume its

official functions and jurisdiction until June 1, 1960.

SEC. 3. And be it further enacted, That this Act shall take effect

June 1, 1959.

SEC. 2. AND BE IT FURTHER ENACTED, THAT BEFORE
THIS ACT SHALL BECOME EFFECTIVE, IT SHALL FIRST BE
SUBMITTED TO THE LEGALLY QUALIFIED VOTERS OF
CHARLES COUNTY AT THE NEXT GENERAL ELECTION TO
BE HELD IN NOVEMBER, 1960. THE COST OF SUCH ELEC-
TION SHALL BE BORNE BY THE COUNTY COMMISSIONERS
OF CHARLES COUNTY. THERE SHALL BE PRINTED ON THE
BALLOTS OR BALLOT LABELS, TO BE USED AT SAID ELEC-
TION, THE TITLE OF THIS ACT AND UNDERNEATH SAID
TITLE, ON SEPARATE LINES, A SQUARE OR BOX TO THE
RIGHT OF AND OPPOSITE THE WORDS "FOR THE POLICE
FORCE ACT", AND A CORRESPONDING SQUARE OR BOX TO
THE RIGHT OF AND OPPOSITE THE WORDS "AGAINST THE
POLICE FORCE ACT", SO THAT THE VOTERS OF SAID
COUNTY, SHALL BE ABLE TO DESIGNATE HIS OR HER
DECISION FOR OR AGAINST SAID ACT. IF A MAJORITY OF
THE VOTES CAST IN SAID ELECTION SHALL BE "FOR THE
POLICE FORCE ACT", THEN THIS ACT SHALL BECOME
EFFECTIVE, BUT IF A MAJORITY OF THE VOTES CAST
SHALL BE "AGAINST THE POLICE FORCE ACT", THEN THIS
ACT SHALL BE OF NO EFFECT AND SHALL BE NULL AND
VOID.

SEC. 3. AND BE IT FURTHER ENACTED, THAT IF A MA-
JORITY OF THE VOTES CAST IN SAID ELECTION SHALL BE
"FOR THE POLICE FORCE ACT", THEN THE COUNTY COM-
MISSIONERS ARE AUTHORIZED TO COMMENCE ORGANIZ-
ING THE POLICE FORCE IMMEDIATELY. THE POLICE
FORCE SHALL ASSUME ITS OFFICIAL FUNCTIONS AND
JURISDICTIONS IMMEDIATELY AT THE EXPIRATION OF
THE PRESENT TERM OF OFFICE OF THE SHERIFF OF
CHARLES COUNTY.

SEC. 4. AND BE IT FURTHER ENACTED, THAT THIS ACT
SHALL TAKE EFFECT ON JUNE 1, 1959.
