86                                Laws of Maryland                        [Ch. 73

22A of said Article, said Section 22A having been added by Chapter
897 of 1947 and to read as follows:

22B. The County Commissioners of Wicomico County shall have
the express power to acquire by purchase or gift a civic auditorium
or center with the land adjacent thereto and to erect buildings
thereon for the benefit of the County, and to lease, rent, manage,
operate, equip and maintain such civic auditorium or center or any
other building or buildings in said Wicomico County for the use,
welfare and enjoyment of the general public in said County, and
said County Commissioners may by resolution direct and authorize
the Wicomico County Recreation Commission or such other Com-
mission or department of the County government as said Commis-
sioners deem advisable, to manage, operate and maintain such civic
auditorium or center and the lands adjacent thereto, subject to such
conditions as may be set forth fully in said resolution.

Sec. 2. And be it further enacted, That this Act is hereby de-
clared to be an emergency law and necessary for the immediate
preservation of the public health and safety, and having been passed
by a yea and nay vote, supported by three-fifths of all of the members
elected to each of the two Houses of the General Assembly, the same
shall take effect from the date of its passage.

CHAPTER 73
(Senate Bill 41)

AN ACT to repeal Section 195 of Article 23 of the Code of Public
Local Laws of Maryland (1930 Edition), title "Wicomico County",
sub-title "Publication of Local Laws", and to repeal said sub-title,
repealing local laws of Wicomico County having to do with the
publication of local laws enacted by the General Assembly.

Whereas, In Section 195 of the Local Laws of Wicomico County
there are obsolete requirements concerning the publication of local
laws; and

Whereas, County officials agree that these laws which were last
amended in 1894 are now obsolete and should be repealed; now,
therefore

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 195 of Article 23 of the Code of Public Local Laws of
Maryland (1930 Edition), title "Wicomico County", sub-title "Publi-
cation of Local Laws", be and the same is hereby repealed, and that
said sub-title be and is hereby repealed.
