The duties of the Commission shall be as follows:
(1) To survey the public roads, parks, and other public facilities
to ascertain whether they are being kept free from trash and refuse.
(2) To provide active leadership for clean-up drives in Charles
County and in such efforts to cooperate with the county highway
department, private persons, the police and other public agencies in
Charles County.
(3) To recommend beautification programs to the County Com-
missioners by judicious planting of trees and shrubs or by other
appropriate methods and to utilize the services of the State Roads
Commission, the State Department of Forests and Parks, the De-
partment of Game and Inland Fish, and the services of county agen-
cies or public officials. The County Commissioners are authorized to
expend funds to implement this sub-paragraph, but the commission
shall incur no expenses without the specific approval of the County
Commissioners.
(4) To preserve the historical heritage of Charles County, with
proper allowance for necessary change or progress, to cooperate with
the Charles County Historical Society in these efforts, and to accept,
with the approval of the County Commissioners, gifts to promote
these objectives.
(5) To receive gifts, real or personal, from private persons or
governmental agencies, to promote the purposes of the Commission
and to buy or sell assets in its hands; provided that the County Com-
missioners shall approve both the acquisition of assets and the sale
thereof.
(6) To cooperate with the "Keep Maryland Beautiful" program of
the State of Maryland and to utilize the advice and services of the
garden clubs of Charles County for the promotion of the objectives
of this Act.
(7) To submit reports to the Charles County Planning Commis-
sion in those instances in which the Commission's observations relate
to the functions of planning and zoning.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1959.

AN ACT to propose an amendment to Section 41A of Article IV of
the Constitution of Maryland, title "Judiciary Department", sub-
title "People's Courts", providing for candidates other than an
incumbent judge to run for election to the People's Court of Balti-
more City, and submitting this amendment to the qualified voters
of this State for adoption or rejection.
