title "Costs", providing that court docket costs of cases at law or
equity in the circuit court shall be collected in advance in Charles
County.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 11 of Article 24 of the Annotated Code of Maryland
(1957 Edition) title "Costs", be and the same is hereby repealed and
re-enacted, with amendments, to read as follows:
11.
No case at law or in equity shall be docketed in the circuit court
of Montgomery, Charles and Prince George's counties until the
clerk of the court for said county shall have been paid the costs
therefor; nor shall any attachment, writ of fieri facias or execution
on judgment be issued until the costs therefor shall have been paid
to the said clerk, provided, however, that the provisions of this
section shall not apply to any indigent plaintiff, or to any person
unable to pay the costs of docketing any said case or the issuance of
any attachment, writ of fieri facias or execution on judgment as
provided herein.
SEC. 2. And be it further enacted, That this Act shall take effect
June 1, 1959.

AN ACT to add new Section 83A to Article 9 of the Code of Public
Local Laws of Maryland (1930 Edition), title "Charles County",
sub-title "County Commissioners", to follow immediately after
Section 83 thereof, to authorize the County Commissioners of
Charles County to assume through a board of trustees, the main-
tenance and operation of a hospital or hospitals at or on a site
adjacent to Physicians Memorial Hospital and to provide for
annual appropriations for the hospital.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 83A be and it is hereby added to Article 9 of the
Code of Public Local Laws of Maryland (1930 Edition), title
"Charles County", sub-title "County Commissioners", to follow im-
mediately after Section 83 thereof, and to read as follows:
83A. (a) The County Commissioners of Charles County are
authorized to maintain and operate a hospital or hospitals for Charles
County on the present site, or on land adjacent, to the present sitef
of Physicians Memorial Hospital. The operation and control shall be
