Code of Public Local Laws of Maryland, title "Harford County",
sub-title "Metropolitan Commission", to follow immediately after
Section 428 thereof, authorizing the Harford County Metropolitan
Commission to acquire by purchase or condemnation the assets
of The Willoughby Water Works Company, its successors or
assigns, including its real and personal property, franchises, ease-
ments, and other assets of every kind and character, with the
approval of the County Commissioners of Harford County, and
creating alternate methods of financing said purchase or condem-
nation.

Section 1. Be it enacted by the General Assembly of Maryland,
That new section 429 be and it is added to the Code of Public Laws
of Harford County (1957 Edition), being Article 13 of the Code of
Public Local Laws of Maryland, title "Harford County", sub-title
"Metropolitan Commission", said new section to follow immediately
after section 428 of said Article and to read as follows:

429. The Harford County Metropolitan Commission, with the
approval of the County Commissioners of Harford County, be and
it is hereby authorized and empowered to acquire and take over by
purchase or condemnation a water supply system located in the
Willoughby Beach area of the First Election District of Harford
County, Maryland, which is now owned by The Willoughby Water
Works Company, a body corporate, its successors or assigns, and
said acquisition may include its real and personal property, rights,
privileges, waters, streams, easements, franchises, facilities, and
property rights of any kind whatsoever; and if said water system
shall be acquired by condemnation, then proceedings shall be filed
under the provisions of Article S3 A of the Annotated Code of Mary-
land (1957 Edition) and amendments thereto.

In the event of the acquisition of said water supply system by
the Harford County Metropolitan Commission, the County Commis-
sioners are hereby authorized to advance sufficient funds to the said
Metropolitan Commission to pay the cost of the purchase or condem-
nation under an agreement for repayment so that all money so ad-
vanced shall be repaid, including interest and other costs. The
County Commissioners are hereby further authorized to advance
money for said purpose from the general funds of the county or to
borrow money by the issuance of bonds or notes to secure the re-
payment thereof. The Metropolitan Commission and the County
Commissioners are hereby vested with the additional power to enter
into an agreement of purchase with The Willoughby Water Works
Company, its successors or assigns, under which, among other cov-
enants, the Metropolitan Commission would assume the payment of
the said company's indebtedness as a part of the entire purchase
price under an installment purchase plan with the agreed pay-
ments to be guaranteed by the County Commissioners of Harford
County.

If and when the Harford County Metropolitan Commission shall
have acquired the said water supply system, it shall be further au-
thorized and empowered to expand the system by appropriate addi-
tions and to exercise all the powers now vested in said Metropolitan
Commission by law and to adopt such rules and regulations for the
operation, management, maintenance, and improvement of the sys-
tem as though it were in a duly constituted sanitary district.

The powers hereby extended to the Harford County Metropolitan
District are in addition to, and not in substitution of any powers
