sistants, deputies, auditors, investigators, clerks, stenographers
and other employees as he deems necessary for the administration
and enforcement of this sub-title. For the purposes of this sub-section,
the terms, conditions and limitations contained in Article 64A, known
as the merit system, shall be inapplicable and of no force and effect
until January 1, 1959; provided, however, that persons employed as
provided in this subsection who shall be thus employed on January
1, 1959, [and who shall have been so employed for at least six months
prior thereto] shall be considered a part of and shall hold their posi-
tions in accordance with Article 64A, known as the merit system.

Sec. 2. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immediate
preservation of the public health and safety, and having been passed
by a yea and nay vote supported by three-fifths of the members
elected to each of the two houses of the General Assembly, the same
shall take effect from the date of its passage.

CHAPTER 62
(House Bill 101)

AN ACT to repeal and re-enact, with amendments, Section 69 (c) of
the Code of Public Local Laws of Garrett County (1957 Edition,
being Article 12 of the Code of Public Local Laws of Maryland),
title "Garrett County", sub-title "County Commissioners", relating
to maximum amount to be expended by County Commissioners of
Garrett County for road machinery and equipment.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 69 (c) of the Code of Public Local Laws of Garrett
County (1957 Edition, being Article 12 of the Code of Public Local
Laws of Maryland), title "Garrett County", sub-title "County Com-
missioners", be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:

69.

(c) When deemed necessary or advisable to purchase trucks or
other road building or repair equipment it shall not be necessary
for said County Commissioners to advertise for bids on the same
but they shall make all due and reasonable effort to purchase the
same at the lowest possible price and, except in cases where equip-
ment can be obtained to the advantage of said county by purchasing
at public or forced sales, shall circularize local or other dealers
handling or selling the type of equipment needed, giving all specifi-
cations and requirements, and said County Commissioners are hereby
authorized to trade in old equipment on new purchases, without
