missioners", to follow immediately after Section 72 (b) thereof,
relating to the purchase of Federal Government surplus equipment
by the Allegany County Commissioners.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 72 (c) be and it is hereby added to the Code of
Public Local Laws of Allegany County (1955 Edition, being Article 1
of the Code of Public Local Laws of Maryland), as amended by Chap-
ter 143 of the Acts of 1959, title "Allegany County", sub-title "County
Commissioners", to follow immediately after Section 72 (b) thereof,
and to read as follows:

72.

(c) The County Commissioners are empowered to purchase equip-
ment declared to be surplus by the Federal Government. The pro-
visions providing for competitive bids for county purchases shall not
apply to purchases of said surplus equipment.

Sec. 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate preser-
vation of the public health and safety, and having been passed by a
yea and nay vote supported by three-fifths of the members elected
to each of the two Houses of the General Assembly, the same shall
take effect from the date of its passage.

CHAPTER 513
(House Bill 342)

AN ACT to add new Section 48 (a-1) to Article 33 of the Annotated
Code of Maryland (1957 Edition), title "Elections", sub-title
"Special Provisions in Baltimore City", to follow immediately after
Section 48 (a) thereof, relating to the offense to reproduce a
Baltimore City voter's identification card for use at elections.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 48 (a-1) be and it is hereby added to Article 33
of the Annotated Code of Maryland (1957 Edition), title "Elections",
sub-title "Special Provisions in Baltimore City", to follow immedi-
ately after Section 48 (a) thereof, and to read as follows:

48. (a-1) It is unlawful to reproduce or copy in any manner for
any purpose a voter's identification card. Violation of this sub-
section is a felony
MISDEMEANOR and upon conviction is punish-
able by a fine not to exceed one thousand dollars ($1,000.00)
ONE
HUNDRED DOLLARS ($100.00) or imprisonment not to exceed two
years
SIX MONTHS, or both.
