636                              Laws of Maryland                       [Ch. 495

Code of Public Local Laws of Maryland (1930 Edition), title "Carroll
County", sub-title "County Commissioners", to follow immediately
after Section 45B thereof, as added by Chapters 697 and 726 of
1957, to read as follows:

45C. The County Commissioners of Carroll County are authorized
to furnish secretarial services for the members of the House of Dele-
gates of Maryland representing Carroll County, at such compensation
as the Commissioners shall determine.

Sec. 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate preser-
vation of the public health and safety, and having been passed by
a yea and nay vote supported by three-fifths of the members elected
to each of the two Houses of the General Assembly, the same shall
take effect from the date of its passage.

CHAPTER 495
(House Bill 694)

AN ACT to repeal and re-enact, with amendments, Sections 424 and
429 of Article 81 of the Annotated Code of Maryland (1957 Edi-
tion), title "Revenue and Taxes", sub-title "Road Tax on Motor
Carriers", providing for annual registration of motor carriers and
relating generally to motor carriers in this State.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 424 and 429 of Article 81 of the Annotated Code of
Maryland (1957 Edition), title "Revenue and Taxes", sub-title "Road
Tax on Motor Carriers", be and they are hereby repealed and re-
enacted, with amendments, to read as follows:

424. [Metal tag for vehicle] Identification and registration of
vehicle.
The Comptroller shall provide [a metal tag] an identifica-
tion marker and registration card
to every motor vehicle operated
by the motor carrier [,] . [to] The identification marker should be
affixed to the vehicle in an easily visible [spot.] position and the reg-
istration card carried in the cab of the vehicle.
The [tag] identifica-
tion marker
shall remain the property of the State of Maryland and
may be recalled for any violation of the provisions of this sub-title or
of the regulations promulgated thereunder. The Comptroller also shall
provide by regulation for the registration of every such vehicle, for
a fee of one dollar each [, which registration shall be good for the
life of the vehicle]. Registration cards and identification markers
shall be issued on an annual basis as of January 1 of each year and
shall be valid through the next succeeding December 31.
