sub-title "Hours and Days for Sale", to follow immediately after
Section 95 thereof, relating to hours of Sale of alcoholic beverages
by licensees in Carroll County and relating generally to alcoholic
beverages therein.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 95A be and the same is hereby added to Article
2B of the Annotated Code of Maryland (1957 Edition), title "Alco-
holic Beverages", sub-title "Hours and Days of Sale", to follow
immediately after Section 95 thereof, and to read as follows:
95A. The hours established in this sub-title for the sale of alcoholic
beverages in Carroll County are hereby declared to be in accord-
ance with Eastern Standard Time when such time is effective, and
the hours are hereby declared to be in accordance with daylight time
when such time is effective.
Sec. 2. An be it further enacted, That this section is hereby
declared to be an emergency measure and necessary for the imme-
diate preservation of the public health and safety, and having been
passed by a yea and nay vote supported by three-fifths of the mem-
bers elected to each of the two houses of the General Assembly, the
same shall take effect from the date of its passage.

AN ACT to repeal and re-enact, with amendments, Sections 67, 68
and 88 of Article 16 of the Annotated Code of Maryland (1957
Edition), title "Chancery", subtitle "Adoption", removing Allegany
County from the list of those counties which are exempt from the
so-called State-wide adoption laws, thereby including Allegany
County generally within the State-wide adoption laws and relating
generally to adoption and to adoption procedures in Allegany
County.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 67, 68 and 88 of Article 16 of the Annotated Code of
Maryland (1957 Edition), title "Chancery", subtitle "Adoption", be
and they are hereby repealed and re-enacted, with amendments, to
read as follows:
67. The General Assembly hereby declares its conviction that the
policies and procedures for adoption contained in this subtitle are
socially necessary and desirable, having as their purpose the three-
fold protection of (1) the adoptive child, from unnecessary separa-
