manner of paying same as the Board deems necessary to carry out
its duties under this sub-title.

(d). In addition to their salaries or compensation above referred
to, the members, appointees and employees of the County Roads
Board shall receive travel and other actual expenses incurred in the
course of their employment as deemed necessary by the County
Roads Board.

373. The County Commissioners of Queen Anne's County are
hereby authorized and empowered, at such time as jurisdiction over
and control of the county roads system of Queen Anne's County is
returned to the county, to purchase from the State Roads Commis-
sion of Maryland, and the State Roads Commission is hereby au-
thorized to sell, such road equipment as may by mutual agreement
between them be determined to be available, for sale and necessary
for continued use on the county roads system of the county. Such
equipment shall be purchased out of the general funds of the county
(and if funds are not available from the current year's budget, the
county may borrow or use other funds temporarily for that purpose
and include the same in the next year's budget) at a fair and equit-
able price with due regard to the age and condition of the same. In
the event said two bodies are unable to agree on the price of the
equipment, they are hereby authorized and empowered, in their joint
discretion, each to select an arbiter and the two arbiters so named
to select a third arbiter, a majority of whom shall fix the price there-
of, and the price so fixed shall be final and binding upon both parties.

374. The County Roads Board of Queen Anne's County is hereby
authorized and directed, in their discretion to create surpluses from
time to time out of revenues received, not exceeding the sum of Two
Hundred Fifty Thousand Dollars ($250,000.00) in the aggregate at
one time, for use from time to time as the Board shall determine in
supplementing the budgeted expenditures estimated for the current
year in carrying out the roads program of the county.

375. ANY EMPLOYEES, INCLUDING THE COUNTY ROADS
ENGINEER, TAKEN OVER BY THE COUNTY ROADS BOARD
WITHIN THE FIRST THREE (3) MONTHS OF ITS EX-
ISTENCE UNDER THIS SUB-TITLE WHO HAVE UNTIL
THEN BEEN CONTRIBUTING TO AND HAVE BEEN COV-
ERED BY THE STATE RETIREMENT SYSTEM SHALL, FOR
THE PURPOSE OF ENABLING THEM IN THEIR DISCRETION
TO THEREAFTER CONTINUE THE BENEFITS OF THE
STATE RETIREMENT SYSTEM WHILE WORKING FOR THE

375. Any employees, including the County Roads Engineer,

transferring from the State Roads Commission or other State em-
ployment to the County Roads Board within the first three months

of its existence under this sub-title, who have until then been con-

tributing to and have been covered by the State Employees Retire-

ment System, shall in their discretion have the privilege of continu-

ing the benefits of the State Retirement System while working for

the County Roads Board. Nothing in this section shall be construed

to require any such employees of the County Roads Board to con-

tinue their membership in the State Retirement System nor to re-
quire or permit any new employees to become members of the State

Retirement System.
