100. Howard County.

In Howard County, notwithstanding any other provision of this
sub title, the opening hour on Sunday in the fourth district thereof

shall be 1 o'clock P.M. for the holder of a Class D beer license (on

sale--generally), and for the sale of beer by the holder of a Class
D
beer, wine and liquor license (on saletaverns).

No sale of wine or liquor shall be made in Howard County be-

tween the hours of 1 o'clock A. M. on Sunday and 6 A. M. the fol-

lowing Monday.

The hours for sale of alcoholic beverages under a race track license
shall be from two hours preceding the running of the first race until

one hour after the running of the last race.

Sec. 2. And be it further enacted, That this section is hereby
declared to be an emergency measure and necessary for the imme-
diate preservation of the public health and safety, and having been
passed by a yea and nay vote supported by three-fifths of the mem-
bers elected to each of the two houses of the General Assembly, the
same shall take effect from the date of its passage.

CHAPTER 396
(Senate Bill 371)

AN ACT to add a new Section 74A to Article 41 of the Annotated
Code of Maryland (1957 Edition), title "Governor—Executive and
Administrative Departments", to follow immediately after Section
74 thereof and to be under the new sub-title "Maryland Seal",
legalizing and adopting formally the seal which heretofore has
been in use and known as The Great Seal of Maryland, and pro-
viding an official description of one side of the seal and unofficial
descriptions and explanations of both sides of the seal.

Whereas, The Great Seal of Maryland seems never to have been
adopted formally as such by the State of Maryland; and

Whereas, This seal was used by the State for many years during
its colonial period, being superseded by another seal at the time of
the American Revolution; and

Whereas, By Joint Resolution No. 5 of the General Assembly of
1876 the Legislature acted again to adopt the traditional colonial
seal of the State; and

Whereas, This Act, being in the form of a Joint Resolution, prob-
ably did not accomplish a legal adoption of the seal; and

Explanation: Italics indicate new matter added to existing law.
