to he replaced does not exceed (2) two in number. The President
of the Board of Directors shall certify the new member or members
within 10 days after appointment directly to the County Commis-
sioners. This however shall not apply unless the vacancy brings
the total number of Directors below seven.

322C. That the said Board of Directors of Epping Forest, In-
corporated, shall, on or before the 1st day of October in each calen-
dar year, prepare and submit to the Board of County Commissioners
of Anne Arundel County a budget for the said special tax zone
listing thereon the unexpended funds then standing to the credit of
the said zone and giving the items and amounts which they recom-
mend to be expended for special benefits, privileges, services or
improvements to persons or property within the said zone during
the next succeeding calendar year.

322D. That in each year, upon approval by the Board of County
Commissioners of Anne Arundel County of the aforementioned
budget, and upon their determination that the items of privilege,
service, benefit or improvement therein listed will specially benefit
the properties or persons within said zone to be specially taxed, the
said County Commissioners, at the time of making the annual general
tax levy, shall levy on all assessable real property liable to taxation
within the limits of the said special tax zone as above designated a
special tax sufficient to defray the costs of furnishing, providing and
maintaining the special privileges, services, benefits or improvements
listed and provided for in the said budget as approved. The tax
shall be levied and collected as County real estate taxes now are,
and the funds so collected shall be allotted to the said Board of
Directors of Epping Forest, Incorporated, and by it expended within
the said special tax zone in accordance with the provisions of the
aforementioned budget. The said special tax shall be in addition
to the general taxes otherwise provided for by law. The Board of
Directors of Epping Forest, Incorporated, shall present to the said
County Commissioners proper vouchers evidencing and certifying to
the expenditure, for the purposes of this Act, of all funds so allotted.
The Board of Directors of Epping Forest, Incorporated, shall main-
tain, in a manner prescribed by the said County Commissioners,
books of account recording the receipt and expenditure of all such
funds and said books of account shall be made available upon request
to the County Commissioners for review and audit.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1959.
