CHAPTER 196
(House Bill 310)
AN ACT to repeal and re-enact, with amendments, Sections 1 and 3
of Chapter 734 of the Acts of 1957, to amend a bond issue pre-
viously authorized for Frederick County to increase the amount
of bonds authorized and to change the purposes of the issue.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 1 and 3 of Chapter 734 of the Acts of 1957 be and they
are hereby repealed and re-enacted, with amendments, to read as
follows:
1. That the Board of County Commissioners of Frederick
County is hereby authorized and empowered to borrow a sum not
to exceed [Three Hundred Thousand Dollars ($300,000)] One Mil-
lion Two Hundred Thousand Dollars ($1,200,000) on the faith and
credit of such county and to issue bonds for the purpose of providing
funds to pay the cost of capital improvements to [Winchester Hall,
the Montevue County Home, the Chronic Hospital and for con-
struction and equipment for a health center in Frederick County]
public buildings owned by Frederick County.
3. That the entire proceeds from the sale of any bonds issued
under the provisions of this section, after payment of all costs and
expenses incurred in connection with the preparation, sale and
delivery of the bonds, shall be used solely for the payment of the
cost of capital improvements to [Winchester Hall, the Montevue
County Home, the Chronic Hospital and for construction and
equipment for a health center in] public buildings owned by Frederick
County. Any balance remaining after the payment of said capital
improvements shall be used to pay the interest on or to redeem any
of said bonds.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1959.

certain presumptions concerning possible violations of the laws
