not less than $20,000 because of bodily injury to or death of two
or more persons in any one accident, and, if the accident has resulted
in injury to or destruction of property, to a limit of not less than
$5,000 because of injury to or destruction of property of others in
any one accident.

Immediately upon receipt of notice of such accident, the insurance
company or surety company which issued such policy or bond shall
file with the Department a written notice that such policy or bond
was in effect at the time of such accident.

4. To any person qualifying as a self-insurer as follows:

(a)    Any person in whose name more than twenty-five motor ve-
hicles are registered may qualify as a self-insurer by obtaining a
certificate of self-insurance issued by the Department as provided
in Sub-section (b) of this section.

(b)  The Department may, in its discretion, upon the application
of such a person, issue a certificate of self-insurance when it is satis-
fied that such person is possessed and will continue to be possessed
of ability to pay judgments obtained against such person.

(c)    Upon not less than five days' notice and a hearing pursuant
to such notice, the Department may upon reasonable grounds cancel
a certificate of self-insurance. Failure to pay any judgment within
thirty days after such judgment shall have become final shall con-
stitute a reasonable ground for the cancellation of a certificate of
self-insurance.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1959.

CHAPTER 178
(House Bill 62)

AN ACT to add new Section 77A to Article 41 of the Annotated
Code of Maryland (1957 Edition), title "Governor-Executive and
Administrative Departments", sub-title "The Executive Depart-
ment", to follow immediately after Section 77 thereof and to be
under the new subheading "Poet Laureate", designating the Poet
Laureate of Maryland.

Section 1. Be it enacted by the General Assembly of Maryland,
That a new section 77A be and it is hereby added to Article 41 of
the Annotated Code of Maryland (1957 Edition), title "Governor-
Executive and Administrative Departments", sub-title "The Execu-
tive Department", to follow immediately after Section 77 thereof, to
be under the new sub-heading "Poet Laureate" and to read as follows:
