(3) To recommend beautification programs to the county com-
missioners by judicious planting of trees and shrubs or by other
appropriate methods and to utilize the services of the State Roads
Commission, the State Department of Forests and Parks, the De-
partment of Game and Inland Fish, and the services of county
agencies or public officials. The county commissioners are author-
ized to expend funds to implement this subparagraph, but the com-
mission shall incur no expenses without the specific approval of the
county commissioners.
(4) To preserve the historical heritage of Harford County, with
proper allowance for necessary change or progress, to cooperate
with the Harford County Historical Society in these efforts, and to
accept, with the approval of the county commissioners, gifts to pro-
mote these objectives.
(5) To receive gifts, real or personal, from private persons or
governmental agencies, to promote the purposes of the commission
and to buy or sell assets in its hands; provided that the county com-
missioners shall approve both the acquisition of assets and the sale
thereof.
(6) To cooperate with the "Keep Maryland Beautiful" program
of the State of Maryland and to utilize the advice and services of the
garden clubs of Harford County for the promotion of the objectives
of this Act.
(7) To submit reports to the Harford County Planning Commis-
sion in those instances in which the commission's observations re-
late to the functions of planning and zoning.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1959.

AN ACT to repeal and re-enact, with amendments, Section 197 of
Article 56 of the Annotated Code of Maryland (1957 Edition),
title "License", sub-title "Dog Licenses in the Counties", relating
to the use of "dog license fund" in Harford County to defray cost
of enforcement of this sub-title.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 197 of Article 56 of the Annotated Code of Maryland
(1957 Edition), title "License", sub-title "Dog Licenses in the Coun-
ties", be and the same is hereby repealed and re-enacted, with amend-
ments, to read as follows:
