of any project for public work or improvement or the purchase
price of any supplies and equipment shall exceed One Thousand
Dollars ($1,000.00), the Clerk to the County Commissioners shall
advertise for one week in not less than two newspapers published
in Allegany County for bids to perform said public work or im-
provement or to furnish said supplies and equipment; and said bids
shall be opened by the Clerk to the County Commissioners in the
presence of the said County Commissioners, and the said County
Commissioners of Allegany County shall award the contract to
the lowest responsible bidder whose bid shall be considered reason-
able, or, in its discretion, may reject any or all bids.
(b) Nothing in this section shall apply to contracts for personal
services of a professional character which require the exercise of
peculiar skills, aptitudes or technical learning, such as the services of
attorneys-at-law, auditors, accountants, architects and consulting
or supervising engineers. The engineering services of consulting
or supervising engineers shall include, by way of enumeration and
not by way of exclusion, such services as engineering surveys, designs,
plans and specifications for construction.
Sec. 2. And be it further enacted, That this Act is hereby de-
clared to be an emergency law and necessary for the immediate pres-
ervation of the public health and safety, and having been passed by a
yea and nay vote, supported by three-fifths of all of the members
elected to each of the two Houses of the General Assembly, the
same shall take effect from the date of its passage.

AN ACT to repeal Section 574 of the Code of Public Local Laws of
Baltimore County (1955 Edition, being Article 3 of the Code of
Public Local Laws of Maryland), title "Baltimore County", sub-
title "State's Attorney", sub-heading "General Provisions", said
section relating to disbursements of County funds.
Whereas, Section 574 of the Code of Public Local Laws of Balti-
more County (1955 Edition), was enacted prior to the year 1860,
establishing the procedure governing the disbursement of County
funds by the State's Attorney of Baltimore County; and
Whereas, Article VII of the Baltimore County Charter estab-
lishes procedures governing disbursement of County funds by all
offices in the County government, including the office of the State's
