63. The County Commissioners of Allegany County are hereby
authorized and directed to pay to the Clerk of the Court, to be
expended under the direction of the Judges of said Court for the
augmentation, maintenance and upkeep of the library of said Court
[the sum of Three Thousand Dollars ($3,000.00) for the year 1937,
and annually thereafter] such sums of money as said Judges may
from time to time request for the purpose aforesaid; such [last
named] sums in the aggregate not to exceed in any one year the
sum of [One Thousand ($1,000.00)] Three Thousand ($3,000.00)
Dollars. Provided, however, that such [last named] payments shall
be made only in the event the amounts received by said Clerk for
the aforesaid purposes from fines and forfeitures, as provided by
Section 5 of Article 38 of the Annotated Code of Public General
Laws of Maryland, shall be insufficient for said purposes.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1959.

CHAPTER 143
(House Bill 204)

AN ACT to repeal and re-enact, with amendments, Section 72 of
the Code of Public Local Laws of Allegany County (1955 Edition,
being Article 1 of the Code of Public Local Laws of Maryland),
title "Allegany County", sub-title "County Commissioners", amend-
ing the local laws of Allegany County with respect to bids and
purchases for certain work or improvements in order to make
special provision for certain contracts for personal services of a
professional character.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 72 of the Code of Public Local Laws of Allegany
County (1955 Edition, being Article 1 of the Code of Public Local
Laws of Maryland), title "Allegany County", sub-title "County
Commissioners", be and it is hereby repealed and re-enacted, with
amendments, to read as follows:

72. (a) In contracting for any necessary public work or improve-
ment or for the purchase of supplies and equipment needed at any
time by the several departments of the County, the County Com-
missioners of Allegany County may forthwith enter into contracts
for said public work or improvement and may forthwith purchase
said supplies and equipment on an order passed by the said County
Commissioners provided that the cost of said public work or
improvement or the purchase price of said supplies and equipment
shall not exceed One Thousand Dollars ($1,000.00). When the cost
