"General Provisions", be and they are hereby repealed and re-enacted,
with amendments, to read as follows:
3.
(a) Excepted counties.—The county commissioners of each county
in this State, except Worcester, Kent, Caroline, Allegany, Prince
George's, Washington, Somerset, Dorchester, Baltimore, [Calvert (ex-
cept as specifically provided otherwise hereinbelow),] Wicomico,
Anne Arundel, Cecil, Charles, Howard, Frederick, Queen Anne's and
St. Mary's counties, in addition to, but not in substitution of, the
powers which have been or may hereafter be granted them, shall
have the following express powers:
(e) Compensation and expenses of officers and employees; appli-
cation to Calvert County.—To fix and prescribe the salary or com-
pensation of all appointed officers and employees of the county, and
to prescribe and provide for the payment of the traveling and other
expenses of the State's Attorney, sheriff, judges of the orphans' court
and of all other elected and appointed officers and employees of the
county incurred in the performance of their official duties. [This
subsection shall be applicable in Calvert County, and the Board of
County Commissioners of that county shall have the powers provided
in this subsection, except that in the application of such powers the
Board of County Commissioners shall not establish the annual salary
or compensation of any person in an amount greater than $2,500,000.]
Sec. 2. And be it further enacted, that this Act shall take effect
June 1, 1959.
SEC. 2. AND BE IT FURTHER ENACTED, THAT THIS ACT IS
HEREBY DECLARED TO BE AN EMERGENCY MEASURE AND
NECESSARY FOR THE IMMEDIATE PRESERVATION OF THE
PUBLIC HEALTH AND SAFETY, AND HAVING BEEN PASSED
BY A YEA AND NAY VOTE SUPPORTED BY THREE-FIFTHS
OF THE MEMBERS ELECTED TO EACH OF THE TWO HOUSES
OF THE GENERAL ASSEMBLY, THE SAME SHALL TAKE
EFFECT FROM THE DATE OF ITS PASSAGE.

AN ACT to repeal and re-enact, with amendments, Section 248 of
Article 81 of the Annotated Code of Maryland (1957 Edition),
title "Revenue and Taxes", sub-title "Appeal Tax Courts", re-
lating to the expiration of terms of office of the members of the
Appeal Tax Courts and clarifying certain provisions pertaining
thereto.
