land, since 1953, to collect, preserve and spread information relating
to the history of the Czechoslavakian People of Maryland, and es-
pecially to perpetuate the memory of Augustine Herman; and

Whereas, the said Augustine Herman was the first naturalized
citizen of Maryland; and

Whereas, the said Augustine Herman was the first surveyor, first
engineer and first mapmaker of Maryland; and

Whereas, the said Augustine Herman was the Lord of Bohemia
Manor, a Land Grant from the Lord Baltimore, and a developer of
land and resources in the Colony of Maryland, being the first plan-
ner of the Chesapeake and Delaware Canal; and

Whereas, the official entry of Augustine Herman into the Colony
of Maryland occurred October 16, 1659, three hundred years prior
hereto; now, therefore, be it

Resolved by the General Assembly of Maryland, That the Governor
be requested to declare October 16, 1959, as "Augustine Herman
Day"; and be it further

Resolved, That the Secretary of State send copies of this Resolution
to the Governor and to Mrs. Agnes F. Svejda, President of the Au-
gustine Herman Czech American Historical Society.

(House Joint Resolution 5)

Joint Resolution creating a permanent committee to be appointed
by the Governor for the regulation and study of migratory labor
in Maryland.

Whereas, In past years, seasonal farm labor has become a major
factor in Maryland, and the increase in farm production has necessi-
tated the importation in increasing numbers of out-of-state workers
from the southern states and from Puerto Rico, where the labor
supply is better suited for this type of arduous stoop labor than is
the local labor supply; and

Whereas, Many problems involving local and community action
arise pertaining to this migratory labor force; and some of these
problems include the recruitment of workers from distant points,
