Resolved, By the General Assembly of Maryland, That the State
Tax Commission be and it is hereby requested to conduct a survey
of real property assessment ratios throughout the State in 1959
and at subsequent intervals of five years; and that such surveys
include a comprehensive sampling of all properties through actual
appraisal in the field in the manner of the so-called Allen Committee
of 1953; and be it further

Resolved, That the State Tax Commission be and it is hereby
requested to report the results of its survey to the 1959 Legislative
Council.

(Senate Joint Resolution 2)

Joint Resolution requesting that action be taken by certain State
agencies and the United States Coast Guard in regard to
pollution of waters within this State.

Whereas, The General Assembly of Maryland is deeply concerned
about the problem of pollution in the tidewater areas of the State,
and it recognizes that pollution may seriously harm the marine
resources of the State and create nuisances for bathers and other
persons attempting to use the Bay and its tributaries for recrea-
tional pursuits; and

Whereas, It recognizes that this problem can be alleviated to a
great extent if the members of the general public who utilize this
great natural resource of the State cooperate to minimize the
amount of waste products cast into the waters of the State; and

Whereas, The General Assembly is favorably impressed with
the effects of the program to cut down refuse on the highways of
Maryland, and in similar fashion it hopes that an educational pro-
gram will reduce the amount of waste products and other alien
substances contaminating the State's waters; now therefore, be it

Resolved by the General Assembly of Maryland, That the De-
partment of Tidewater Fisheries, the Department of Health, the
Water Pollution Control Commission, the Maryland Port Au-
thority, and any other State agencies concerned take necessary
action to publicize existing anti-pollution statutes and to impress
upon the people who utilize the advantages of the Bay and its trib-
utaries for vocational or recreational reasons their responsibilities
to keep the Chesapeake Bay, its tributaries and other waters of
the State clean and beautiful; and, be it further
