and duties as provided in this Article and elsewhere in the laws of
this State. Said institution shall be established at Jessups and shall
be known as the Maximum Security Hospital.
19B. Administrative Organization. (a) The Maximum Security
Hospital shall be within the general administrative control, super-
vision, and direction of the Department of Mental Hygiene.
(b) The Commissioner of Mental Hygiene, upon recommendation
of the Advisory Board, shall appoint a Superintendent for said
institution. Upon every occurrence of a vacancy thereafter in the
position of Superintendent, the Commissioner, upon recommenda-
tion of the Advisory Board, shall appoint the successor.
(c) The Superintendent shall be a well-qualified psychiatrist who
shall be familiar with the problems of the mentally ill who require
maximum security. His appointment shall not be subject to the
provisions of the Merit System Law, and he shall be subject to re-
moval by the Commissioner of Mental Hygiene for incompetency
or misconduct. The Superintendent shall receive such compensation
as shall be provided in the budget, shall be responsible to the Com-
missioner of Mental Hygiene for the operation of the institution
in his charge, and shall submit to the Department such reports,
including medical and financial, as the Department of Mental
Hygiene may request. It shall be the duty of the Superintendent to
inform the Department of Mental Hygiene of the conditions in his
institution, and to order that such changes as seem desirable for the
welfare of the patients be put into effect, with the approval of the
Department of Mental Hygiene.
(d) All other appointments of personnel at said Maximum Security
Hospital shall be made by the Superintendent thereof under the pro-
visions of the Merit System Law.
Sec 2. And be it further enacted, That this Act shall take effect
July 1, 1959.

AN ACT to repeal and re-enact, with amendments, Section 75 of
Article 77 of the Annotated Code of Maryland (1957 Edition),
title "Public Education", sub-title "Chapter 5. County Board of
Education", to include Charles County in the special provisions of
said section which relate to right of County Commissioners of
Charles County to reject any and all bids submitted to the Board
of Education of Charles County.
