tive activities of the Commission except those relating to Engineer-
ing, Legal, and Financial matters, acting as a liaison between the
Commission and the Public, and in general to promote Public Re-
lations for the Commission. The Treasurer appointed by the Com-
mission, in accordance with directions of the Commission shall be
the collector of all charges and assessments made by the Commission
and shall receive and account for all monies which shall be due and
payable to said Commission from any source whatever; all monies
deposited may be bonded by a depository bond, or protected by such
other securities as may be approved by the said Commission, and be
responsible for the administrative performance and authority to
maintain a proper and effective Accounting System for all financial
transactions of the Commission, and to perform such other duties as
may be required by law or by directive of the Commission.

(d) The Commission is hereby empowered to pay the premium
on all bonds. The [Secretary-Treasurer] Secretary and the Treas-
urer
shall give bond to the State of Maryland to the amount of
Twenty-Five Thousand Dollars ($25,000), with a good and sufficient
surety [to be approved by the Chairman, with the condition "if
the above bounden ........ shall well and faithfully execute his office

and shall account to the said Commission for all and several the
monies which he shall receive for account of the Commission, or be
answerable for by law, then the said obligation to be void, other-
wise to be and remain in full force and effect"]. The said [bond]
bonds, when approved, shall be recorded in the office of the Clerk of
the Circuit Court for Anne Arundel County; and the [person]
persons so appointed before entering upon the duties of [his office]
their offices, shall take an oath before the Clerk of the Circuit Court
for said County, in form similar to that taken by collectors of taxes,
except as to title of office.

488 (d) On the first stated meeting after [June 1, 1947] June
MAY 1, 1959, the Commission shall create [three] four departments
to-wit: (1) Administrative, (2) Engineering, [and] (3) Legal, and
(4) Finance,
and such other departments from time to time as may be
in the best interests of the Commission.

(e) The [Secretary-Treasurer] Secretary, Treasurer, Chief En-
gineer and General Counsel shall have charge of their respective
departments; they shall employ and discharge all clerical, laborers
and/or workmen and other help and personnel, at fees, salaries and
wages to be determined and fixed by the Commission, from time to
time. Should any employee employed as aforesaid be discharged, he
or she shall have the right to an appeal to the Commission within
30 days from the date of such discharge and at a stated meeting.
The Commission may reinstate the said employee to his or her posi-
tion or affirm the action of its officer and its decision shall be final.
The General Counsel shall not be required to maintain an office in
the office of the Commission.

516 (a) For the purpose of paying the interest and providing the
sinking fund for the bonds issued by said Commission as in this sub-
title provided for the water supply, sewerage or drainage systems
to be constructed, purchased or established under this sub-title, the
said Commission is hereby empowered and directed to establish a
proper and reasonable charge for connection with said water sup-
