120A. The Susquehanna River Toll Bridge, the Potomac River
Toll Bridge, the Chesapeake Bay Toll Bridge, the Baltimore Harbor
Tunnel, sometimes known as the Patapsco Tunnel, and their
approaches, are hereby made part of the Highway System of the
State of Maryland and shall be under the supervision of the State
Roads Commission to the same extent and degree as are other State
Highways within the State.

120B. In order to promote safety for users of the four (4) struc-
tures, the State Roads Commission is authorized to make, and from
time to time change, rules and regulations relating to vehicular and
pedestrian traffic using said structures and their approaches. The
State Roads Commission shall cause a summary of such rules and
regulations to be published at least once a week for two successive
weeks in two newspapers of general circulation in the State, and
the Commission also shall file a copy of such rules and regulations
with the Secretary of State, the Department of Legislative Refer-
ence, the Clerk of the Court of Appeals and the Attorney General
of Maryland, and in addition shall make available for distribution,
free of charge, copies of said rules and regulations at its offices in
the City of Baltimore and at the Administration Buildings at each
of the aforementioned structures. The rules and regulations hereby
authorized shall become effective fifteen (15) days after the last
notice of publication has appeared, unless an effective date subsequent
thereto is set forth in such rules or regulations, any statutes to the
contrary notwithstanding.,
PROVIDED, HOWEVER, NO SUCH
RULE OR REGULATION SHALL BECOME EFFECTIVE UNTIL
AFTER A PUBLIC HEARING THEREON IF ANY PERSON,
FIRM OR CORPORATION REQUESTS SUCH A HEARING AND
AT SUCH HEARING THE PROPONENTS AND THE OPPO-
NENTS OF THE PROPOSED RULE AND REGULATION SHALL
BE GIVEN THE OPPORTUNITY TO BE HEARD IN PERSON
OR THROUGH COUNSEL. The Commission is further authorized
to provide penalties for the violation of rules and regulations so
promulgated, provided the penalty shall not exceed a fine of one
hundred dollars ($100.00) for any violation.

120C. It shall be unlawful for any vehicle to transport any of the
following explosives or other dangerous articles or cargo over the
Susquehanna River Toll Bridge, the Potomac River Toll Bridge, the
Chesapeake Bay Toll Bridge, or into and through the Baltimore
Harbor Tunnel, sometimes known as the Patapsco Tunnel, and
their approaches:

(a)  Explosives

(b)  Flammable liquids

(c)  Combustible liquids

(d)  Flammable solids

(e)  Oxidizing materials

(f)  Corrosive liquids

(g)  Compressed gases
(h) Poisonous articles
