to it in this sub-title, the Commission may act in conjunction and
cooperation with the National Capital Planning Commission, created
by Act of Congress approved April 30, 1926, as amended. The Com-
mission is designated as the representative of the State of Mary-
land, and for these purposes the Commission is authorized and em-
powered to enter into such commitments and agreements with the
said National Capital Planning Commission as may in the discretion
of the Commission seem necessary. The Commission is further
empowered to act in conjunction and cooperation with other repre-
sentatives or officers of the United States Government or of the
District of Columbia or of the State of Maryland, including the
Maryland State Planning Commission and the Washington Suburban
Sanitary Commission, or of the State of Virginia or of Montgomery
or Prince George's counties or of any district, municipality, or other
local or district sub-division within said counties or within said

65.    Purposes of The General Plan.

The making of the general plan, including its parts, amendments,
extensions, or additions, the protection of and the carrying out of
the plan, and the exercise of all planning, platting, zoning, sub-di-
vision control, and all other powers granted in this sub-title to the
Commission or to the County Council of Montgomery County or the
County Commissioners of Prince George's County, shall be with
the purposes of guiding and accomplishing a coordinated, compre-
hensive, adjusted, and systematic development of the Regional Dis-
trict, the coordination and adjustment of said development with pub-
lic and private development of other parts of the State of Mary-
land and of the District of Columbia, and the protection and pro-
motion of the health, safety, morals, comfort, and welfare of the
present and future inhabitants of the Regional District.

66.    Local Planning Boards For Each County.

(a) Membership and powers.The members of the Commission
appointed by the governing bodies of each county are designated
the Montgomery County Planning Board and the Prince George's
County Planning Board, respectively. They shall be responsible for
such planning, platting, and zoning functions as are primarily local
in scope, as distinguished from the regional planning functions of
the Commission relating to or affecting the Regional District as
a
planning unit. Such local functions exclusively within the jurisdic-
tion of the respective planning boards shall include but shall not be
limited to the administration of sub-division regulations, the prepa-
ration and adoption of recommendations to the District Council with
respect to zoning map amendments, and the assignment of street
names and house numbers within the Regional District. The re-
spective County Planning Boards shall have exclusive jurisdiction
over mandatory referrals made pursuant to Section 67 of this sub-
title by their respective county governments or any agency thereof;
and, as to the Montgomery County Planning Board, by the County
Board of Education, by any municipality or special taxing district,
or by any public utility, whether publicly or privately owned. The
Montgomery County Planning Board shall review the annual capital
budgets of the county and future projections thereof and shall sub-
