ties, respectively, for the fiscal year in which such approval is sought
and upon the assumption that the entire tax levied will be collected
so long as any of the obligations to be incurred pursuant to any such
supplementary agreement are outstanding and unpaid.

(g) Manner of approval.The approval by the County Council of
Montgomery County or of the County Commissioners of Prince
George's County may be given by simple resolution authorizing the
President of the Council or County Commissioners to endorse the
approval of Montgomery County, or Prince George's County on the
supplementary agreement and to execute a guarantee of any bonds
to be issued pursuant thereto in the manner prescribed by this sub-
title.

(h) When legislative action not necessary by Montgomery County.
In approving either (1) basic or underlying agreements or amend-
ments thereto and not relating to acquisition of a particular unit of
park lands, or (2) supplementary agreements supplementary to such
basic or underlying agreements and relating only to acquisition of
particular units of park lands, no legislative action by the County
Council of Montgomery County shall be necessary.

26.    General Powers to Acquire and Develop Property within the
District.

(a)   General.For the purpose of carrying out its general plans
for the physical development of the Metropolitan District, or any
part thereof, the Commission has the power to acquire land or other
property located within the District for parks, parkways, forests,
streets, roads, boulevards, or other public ways, grounds, or spaces,
by means of donations, purchases, or condemnation. The Commission
has the power to improve and develop land or other property so ac-
quired by it for said purposes and has the control of the maintenance
and operation thereof. No general regulation governing such public
ways, grounds, or open spaces within either Montgomery or Prince
George's County shall go into effect unless and until it receives the
affirmative vote of at least three members of the Commission from
such county.

(b)  Recreation Facilities.The purposes for which the Commis-
sion is authorized to acquire lands or other properties, whether by
purchase or condemnation, are enlarged to include the purposes of
public recreation or the construction of public recreation centers,
community buildings, or other public buildings necessary to house
the public recreation program or any part thereof.

27.    Expenditures For Property.

For the purpose of financing or assisting in the financing of the
acquisition of land or other property for parks, parkways, forests,
streets, roads, boulevards, or other public ways, grounds, or spaces
within the Metropolitan District, or for the purposes of public rec-
reation, or for the improvement or development of the same, the
Commission may receive and expend any contributions, donations,
or appropriations which may be made for such purposes or any of
them by the United States or by the District of Columbia or by the
State of Maryland or by any other political community or by any pri-
vate person.
