Such a sum shall be paid to the municipal corporations of the

county in lieu of a tax differential on the County tax rate for

owners of property situated within corporate limits of municipal
corporations and in recognition of the service contributions made
by the several municipal corporations to the good government and

service needs of the county.

The sum of money paid over by the Board of County Commis-

sioners shall be distributed to the several municipal corporations

in accordance with the following procedure:

(a) Determine the dollar amount accruing to all municipalities

from a $.20 uniform levy per $100 of total municipal assess-

able base.

(b) Determine each municipal corporation's percentage of total
municipal expenditures for public safety, highways, and rec-

reation as reported in the annual reports of the State Fiscal

Research Bureau.

(c) Determine each municipal corporation's share of total accrual
(sub paragraph (a)) by
applying percentage result obtained
in sub paragraph (b).

For purposes of determining the amount of distribution, the

assessable real property within the corporate limits of the several

municipal corporations as of June, 1957, shall be used for the distri-

bution to be made in 1960. Thereafter, the assessable base of 1958

shall be used for distribution determination in 1961; the assessable

base of 1959 shall be used for 1962 and in a similar manner for the

years thereafter.

1198B. A COMMITTEE BE AND IS HEREBY CREATED AND
CONSTITUTED, TO BE KNOWN AND DESIGNATED AS:

REVIEW OF FISCAL AFFAIRS FISCAL ADVISORY COM-
MITTEE; TO CONSIST OF NOT LESS THAN 10 NOR MORE
THAN 19 21 MEMBERS, ALL OF WHOM SHALL BE AP-
POINTED AND DESIGNATED BY THE BOARD OF COUNTY
COMMISSIONERS OF
STATE SENATOR FROM PRINCE
GEORGE'S COUNTY AND THE MEMBERS OF THE HOUSE
OF DELEGATES FROM PRINCE GEORGE'S COUNTY; WHICH
APPOINTMENTS SHALL BE MADE BY SAID BOARD OF
COUNTY COMMISSIONERS STATE SENATOR AND DELE-
GATES NOT LATER THAN JULY 1, 1959; THE TERMS OF
WHICH MEMBERS SHALL BE AS SPECIFIED BY SAID COM-
MISSIONERS STATE SENATOR AND DELEGATES FOR
PERIODS NOT LESS THAN 2 YEARS, WHICH TERMS MAY
BE RENEWED OR EXTENDED FROM TIME TO TIME AS MAY
BE PROVIDED BY SAID COMMISSIONERS; THE COMMIS-
SIONERS SHALL DESIGNATE THE
CHAIRMAN OF SAID
COMMITTEE, WHO MAY BE A MEMBER OF SAID BOARD OF
COUNTY COMMISSIONERS OR AN OFFICIAL OR EMPLOYEE
OF SAID COUNTY; THE MEMBERS OF SAID
FOR A PERIOD
OF 2 YEARS; AND THE STATE SENATOR AND DELEGATES
SHALL DESIGNATE THE CHAIRMAN OF SAID COMMITTEE;
THE MEMBERS OF SAID COMMITTEE SHALL RECEIVE NO
COMPENSATION FOR THEIR SERVICES AS SUCH MEMBERS,
BUT SAID THE COUNTY COMMISSIONERS SHALL PROVIDE
