"Anne Arundel County", to follow immediately after Section 382
thereof and to be under the new sub-title "Law Department",
creating AUTHORIZING THE BOARD OF COUNTY COMMIS-
SIONERS OF ANNE ARUNDEL COUNTY TO CREATE a Law
Department for Anne Arundel County, setting forth the positions
created, office staff, powers and duties, salaries and other matters
generally related thereto.

Section. 1. Be it enacted by the General Assembly of Maryland,
That new Section 382A to 382J, inclusive, be and it is hereby added
to the Code of Public Local Laws of Anne Arundel County (1947
Edition, being Article 2 of the Code of Public Local Laws of Mary-
land), title "Anne Arundel County", to follow immediately after
Section 382 thereof, to be under the new sub-title "Law Department",
and to read as follows:

LAW DEPARTMENT

382A. There is hereby created and established THE BOARD OF
COUNTY COMMISSIONERS OF ANNE ARUNDEL COUNTY IS
HEREBY AUTHORIZED TO CREATE AND ESTABLISH AFTER
JUNE 1, 1960, a Department of Law for Anne Arundel County. IF
SUCH A DEPARTMENT IS CREATED AND ESTABLISHED,
IT SHALL HAVE THE ORGANIZATION AND FUNCTIONS
SPECIFIED IN THIS SUB-TITLE.

382B. The head of the Department of Law shall be the County
Solicitor, to be appointed by and to hold office at the pleasure of the
Commissioners of Anne Arundel County. He shall be a resident of
the County and a member in good standing of the Bar of the Court
of Appeals of Maryland and of the Circuit Court for Anne Arundel
County, and shall have been actively engaged in the general practice
of his profession in Anne Arundel County for at least five years prior
to his appointment. He shall maintain the offices of the Department
of Law in Annapolis.

382C. The County Solicitor shall be the legal adviser and legislative
draftsman of the County and of its various Officials, Departments,
Commissions, Boards and Agencies, including the County Commis-
sioners, the County Manager, the Planning Administrator, the Plan-
ning and Zoning Commission, the Board of Zoning Appeals, the
Department of Public Works, the County Treasurer, the County
Welfare Department, the County Health Department, the County
Recreation Department, the County Assessor, the Board of Police
Examiners, and all other Officials, Departments, Boards, Commis-
sions and Agencies, and he shall have general supervision and direc-
tion of the legal business thereof. He shall not be the legal advisor
of the Boards of Education, Supervisors of Elections or License Com-
missioners. He shall upon request give advice and opinions upon
any legal questions affecting the interests of the County when the
same are submitted to him by way of memorandum by any County
Officer or the head of any County Department, Office, Board, Com-
mission or Agency. All deeds, bonds, contracts, releases, agreements,
advertisements for bids and other legal papers, documents and in-
struments involving the interests of the County or to be executed
and approved by any Officer of the County shall be submitted to the
County Solicitor before they are approved or executed, and they must
