1122                             Laws of Maryland                       [Ch. 740

added to the Code of Public Local Laws of Anne Arundel County
(1947 Edition, being Article 2 of the Code of Public Local Laws of
Maryland), title "Anne Arundel County", to follow immediately
after Section 233A thereof, having been added by Chapter 408 of
1951, and to be under the new sub-title "Classified Service", and
to read as follows:

CLASSIFIED SERVICE

233B. It is the intention of this sub-title to create a classified
system of employment for Anne Arundel County and to utilize the
facilities of the State Commissioner of Personnel for economy of
operation, to authorize the establishment of classification, salary
schedules, and working conditions that are, insofar as applicable,
the same as are provided for employees under the State merit system,
to the end that competent persons shall be attracted to employment
in the county government and that uniform working conditions and
protected tenure during competent service will result in more
efficient operation of the county's business.

233C. (a) A classified service in Anne Arundel County is created.
All persons appointed by the County Commissioners of Anne Arundel
County or by the executive head of any department, institution,
office or agency of said County on the effective date of this sub-
title, shall belong to the Classified Service, except those expressly
exempted herein.

(b) The following persons shall be exempted from the Classified
Service: Elected officials of the county, Attorney to the County
Commissioners, Members of the Planning and Zoning Commission,
Members of the Board of Zoning Appeals, Members of the Police
Board, Members of the Sanitary Commission,
EMPLOYEES OF
THE BOARD OF EDUCATION, EMPLOYEES OF THE POLICE
DEPARTMENT AND THE COUNTY MANAGER.

Any person appointed by the Governor by and with the advice
and consent of the Senate of Maryland,

Persons appointed by and with the approval of the Judges of the
Circuit Court for Anne Arundel County and the State's Attorney
of Anne Arundel County.

233D. Unless the context otherwise requires, "County Commis-
sioners" means and includes the offices and positions designated in
Section 233C herein; "Classified Position" or "Position" means any
office in the Classified Service; "Classified Service Employee" or
"Employee" means a person who holds, under the terms of this
sub-title, a position in the Classified Service, but shall not include
a person employed by contract to render a temporary or special
service for the county.

233E. The County Commissioners shall promptly after the effec-
tive date of this sub-title adopt rules and regulations governing the
following subjects:

(a)   Standards and qualifications for each position within the
Classified System and a classification title for each such position.

(b)    Minimum and maximum salary schedules with provisions for
