84L. The provisions of Section 84A to 84K of this Article shall
be deemed to provide an additional and alternative method for the
doing of the things authorized thereby and shall be regarded as
supplemental and additional to powers and authority conferred by
other laws and shall not be regarded as in derogation of any powers
now existing, and such provisions shall be liberally construed to
effect the purposes thereof.

Sec. 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate
preservation of the public health and safety, and having been passed
by a yea and nay vote, supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly of Mary-
land, the same shall take effect from the date of its passage.

CHAPTER 725
(House Bill 863)

AN ACT to repeal and re-enact, with amendments, Sections 401 to
408, inclusive, of Article 66C of the Annotated Code of Maryland
(1957 Edition), title "Natural Resources", sub-title "Forests and
Parks", sub-title "Tree Experts", generally amending the law on
tree experts in this State and correcting an error therein.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 401 to 408, inclusive, of Article 66C of the Annotated
Code of Maryland (1957 Edition), title "Natural Resources" sub-
title "Forests and Parks", sub-title "Tree Experts", be and they are
hereby repealed and re-enacted, with amendments, to read as follows:

401.    (Definitions.) As used in this sub-heading:

"Tree Expert" means a person skilled in the science of tree care
who, whether in his own business or as the employee of another and
whether under the title of arborist silviculturist, tree specialist, tree
surgeon, tree expert or otherwise, devotes [the regular business hours
of the day] any part of his or her time to the treatment and care of
trees, that is to say, making diagnoses, and prescribing and super-
vising treatment for trees, for compensation.

"Licensed Certified Tree Expert" means a person who has received
from the Commission of Forests and Parks a [Certificate of his]
license displaying his or her qualifications to practice as a tree expert.

A License shall be required of all persons who solicit, advertise
or otherwise engage in the tree culture practices enumerated above.

402.      (Director Agent of Commission). The Commission of
Forests and Parks, or its duly authorized agent, is hereby authorized
