"Surveys for Public Works", to follow immediately after Section 30
thereof, and to read as follows:
31. The party at whose expense personal property must be moved
after June 1, 1959, because the building wherein it is located has
been or is about to be taken under condemnation proceedings or
acquired by negotiation in lieu thereof shall be entitled to receive
from the condemnor reasonable moving costs as follows:
In the case of a residence, such costs shall not exceed $200 and
in the case of a commercial or industrial establishment, shall not
exceed $2500. Reasonable moving costs are defined as the actual
costs of moving the personal property or equipment of such party
from one location to another within a reasonable distance. If the
condemnor and such party are unable to agree as to the amount
of said moving costs, the matter shall be determined by a judge
of the Circuit Court of the county (or the Superior Court of Balti-
more City) in which the condemnation proceedings have been filed,
or if there be no such proceedings, in that jurisdiction in which
the building or any part thereof is located, upon petition filed by
either the condemnor or condemnee.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1959.

(House Bill 714)
AN ACT to authorize and empower the County Commissioners of
Somerset County, from time to time, to borrow not exceeding the
sum of Eight Hundred Thousand Dollars ($800,000.) to finance,
in whole or in part, the construction or extension of public schools
in said County, as herein defined, and to evidence such borrowing
by the issuance and sale to the highest bidder or bidders at public
sale of its bonds secured by its full faith and credit; conferring
upon said County Commissioners full discretion to determine when
all or any part of said money shall be borrowed and said bonds
issued, after reviewing the school construction and improvement
program of the Board of Education of Somerset County; em-
powering said County Commissioners to fix and determine, by
resolution, the form, tenor, interest rate, or method of arriving
at the same, terms, including redemption and registration provi-
sions, conditions, maturities and all other details incident or neces-
sary to the issuance, public sale and delivery of said bonds, with-
out reference to any other law heretofore enacted; prescribing
the manner and method of selling said bonds at public sale; em-
