SEC. 3. And be it further enacted, That this Act shall take effect
July 1, 1960.

CHAPTER 22

(Senate Bill 73)

AN ACT to add a new Section 86A to Article 66 1/2 of the Anno-
tated Code of Maryland (1957 Edition), title "Motor Vehicles",
sub-title "Administration—Registration—Titling", to follow im-
mediately after Section 86 thereof, requiring as a general rule that
after January 1, 1961, certain motor vehicle operating licenses
shall expire every two years and providing generally for the
expiration of such licenses, for their renewal and for the duties of
the Commissioner of Motor Vehicles in relation thereto.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That a new Section 86A be and the same is hereby added to Article
661/2 of the Annotated Code of Maryland (1957 Edition), title
"Motor Vehicles", sub-title "Administration—Registration—Titling",
to follow immediately after Section 86 thereof and to read as follows:

86A.

(a) From and after January 1, 1961, all licenses to operate
vehicles upon the highways of this State, except chauffeurs' licenses,
shall as a general rule expire every two years, subject to the par-
ticular provisions of this section.

(b) Valid licenses being held on January 1, 1961, shall expire on
the holder's next birthday in an "odd" year, if he was born in an
"odd" year; and they shall expire on the holder's next birthday in
an "even" year, if he was born in an "even" year. However, no
license shall ever expire if on the holder's otherwise applicable
birthday a period of less than one year has elapsed since the license
was first obtained or last renewed; and in such instance the license
shall expire on the holder's next birthday in an "odd" or "even" year,
as the case may be.

(c) A license first obtained after January 1, 1961, or renewed
under the provisions of this section after that date, shall expire
twenty-four months after it was obtained or renewed.

(d) Except as otherwise specifically provided in this sub-sec-
tion, licenses which expire under the provisions of this section
may be renewed under the procedures described in sub-sections (d)
to (i), inclusive, of Section 86 of this Article; and the Commissioner
of Motor Vehicles is authorized and directed, with respect to licenses
expiring under this section, to perform the duties therein specified,
subject to the modifications made in this sub-section. These modifi-
