of Regents of the University of Maryland. The Board shall consist
of eleven members, citizens of this State, who shall be appointed by
the Governor, by and with the advice and consent of the Senate. They
shall serve without compensation but shall be paid their reasonable
and necessary expenses while engaged in the discharge of their of-
ficial duties. [The nine members of the existing Board shall serve for
the terms for which appointed, and the two additional members shall
be appointed for original terms of seven and nine years, respectively,
from the first Monday in June, 1941; thereafter, terms of all members
shall be for nine years from the first Monday in June. ] The present
members of the Board shall serve the terms for which appointed*

two full terms. Members appointed to fill vacancies occurring during
a term shall serve for the remainder of the term, and they shall be
eligible for reappointment to two full terms on the Board. [The two

shall be selected from lists of nominees, which shall be submitted to
the Governor by the Maryland State Grange and The Maryland
Farm Bureau, respectively, and shall contain the names of at least
two nominees for each office to be filled.
SEC. 2. And be it further enacted, That this Act shall take effect
June 1, 1960.

AN ACT to authorize the creation of a State debt, in the aggregate
amount of Eight Hundred Twenty-five Thousand Dollars
($825, 000. 00), for the purpose of aiding in the construction of
two (2) new cell wings, new administration building and new en-
closing wall, together with related demolition, site work, construc-
tion of utility conduits, architects' fees and engineers' fees where
applicable, at the Baltimore City Jail, Baltimore, Maryland, and
providing generally for the issuance and sale of certificates of in-
debtedness evidencing such loan.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That the Board of Public Works is hereby authorized and directed
to issue a State Loan, to be known as the "Baltimore City Jail Loan
of 1960", in the aggregate amount of Eight Hundred Twenty-five
Thousand Dollars ($825, 000. 00).
