(c) Instructions for making reports and handling of personnel
and boats in cases of accidents.

(d) Providing for abandonment, destruction, sale, or transfer of
ownership.

(e) Change of address of owner.

(f) Use of boats from other jurisdictions on Maryland waters;
temporary numbers for use of boats by manufacturers or sales
agencies for demonstration purposes.

(g) Issuance of numbers for boats using Maryland waters for
more than 90 days.
PROVIDED HOWEVER, THAT FOR THE
PURPOSES OF THIS SUBSECTION WHERE SUCH A VESSEL
IS IN MARYLAND SOLELY FOR THE PURPOSES OF WET OR
DRY STORAGE AND/OR REPAIRS, THE LENGTH OF TIME
THAT SUCH VESSEL IS IN MARYLAND FOR SUCH PUR-
POSES SHALL NOT BE COUNTED FOR DETERMINING THE
LENGTH OF TIME SUCH VESSEL IS IN MARYLAND.

(h) Issue regulations not inconsistent with Federal law gov-
erning safety equipment and operations.

(i) Establish in cooperation with local governments and Federal
authority regulations for special events or to meet emergency situa-
tions.

(J) ISSUANCE OF SPECIAL LICENSES TO OWNERS OF
FLEETS OF BOATS FOR HIRE OR RENT, THE LICENSE TO
BE ISSUED ON A YEARLY BASIS.

11. WATER SKIING

No person shall operate any machinery propelled vessel for the
purpose of towing a person or persons on water skis or aquaplane
or similar device unless
THE OPERATOR OF THE BOAT IS AT
LEAST TWELVE YEARS OF AGE AND there is in the vessel an-
other person at least twelve (12) years of age to observe the progress
of the person being towed. No towing shall take place between the
hours of sunset and sunrise. Nothing in this or any other regulation
of this Article shall apply to any performer engaged in a professional
exhibition, nor to any person or persons taking part in an authorized
regatta, motor boat or other boat race, a marine parade, tournament,
or any kind of exhibition.

Any person who violates any provision of this Article or of the
regulations established under this Article shall be guilty of a misde-
meanor and shall be subject to a fine of not more than Two Hundred
Dollars ($200. 00).

12. ADDITIONAL DUTIES: THE DEPARTMENT OF TIDE-
WATER FISHERIES IS CHARGED WITH THE DUTY PRI-
MARILY OF ENFORCING THE PROVISIONS OF THIS ARTI-
CLE AND ANY OTHER LAWS APPLICABLE TO BOATS USING
THE WATERS OF MARYLAND. OTHER DUTIES SHALL
COMPRISE THE CLEARING OF WATERWAYS OF LOGS,
DEBRIS, AND OTHER MATERIAL DETRIMENTAL TO NAVI-
GATION; AND COOPERATION WITH FEDERAL, STATE OR
LOCAL AGENCIES WHICH MAKE FUNDS AVAILABLE FOR
THE PURPOSES OF THIS ARTICLE.
