shall not use any monies appropriated by the County or by the State
or by any Municipality for any of the Commission's other operations
or projects, or any monies realized from any of the Commission's
other operations or projects, to pay any part of the cost or current
expenses of such facilities.
Sec. 2. And be it further enacted, That the provisions of this
Act are severable, and if any of its provisions shall be held uncon-
stitutional by any court of competent jurisdiction, the decision of
such court shall not affect or impair any of the remaining provisions,
Sec. 3. And be it further enacted, That all laws and parts of laws
inconsistent with the provisions of this Act be, and the same hereby
are, repealed to the extent of such inconsistency and are hereby
declared to be inapplicable to the provisions of this Act; but pro-
vided, however, that nothing herein contained shall be taken as re-
stricting any control which the State Board of Health, the Depart-
ment of Geology, Mines and Water Resources, and the Water Pollu-
tion Control Commission are empowered by law to exercise over or
within the Upper Potomac River District or with respect to the
waters thereof.
Sec. 4. And be it further enacted, That this Act shall take effect
on June 1, 1957.

(House Bill 316)
AN ACT to add new Section 68B to Article 101 of the Annotated
Code of Maryland (1956 Supplement), title "Workmen's Compen-
sation", sub-title "Miscellaneous", to follow immediately after Sec-
tion 68A thereof, providing that any person attempting to wrong-
fully influence an employee to hire legal counsel other than one of
his own choosing shall be guilty of a misdemeanor and providing
a penalty therefor.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 68B be and it is hereby added to Article 101 of the
Annotated Code of Maryland (1956 Supplement), title "Workmen's
Compensation", sub-title "Miscellaneous", to follow immediately
after Section 68A thereof, and to read as follows:
68B. If any employer, superior, union official, officer of a union
or any person connected with the employment, job, position, or a
member of any union, guild or other similar group relating to the em-
ployment of any employee entitled to benefits under this Article shall
corruptly or by threats or force or for reason of gain or profit to
