title "County Commissioners", sub-title "County Treasurers", pro-
viding that the Deputy Treasurer of Harford County shall have full
authority to act for and on behalf of the Treasurer of Harford
County in the absence or incapacity of said Treasurer and it shall
be the duty of said Deputy Treasurer to so act in the absence of
said Treasurer.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 47 (k) of Article 25 of the Annotated Code of Maryland
(1956 Supplement), title "County Commissioners", sub-title "County
Treasurers", be and it is hereby repealed and re-enacted with amend-
ments to read as follows:

47.

(k) Harford County.—The county treasurer of Harford County
shall receive an annual salary of $5,000.00 and this shall be his sole
compensation for services performed by him of any character what-
ever, including the issuance of licenses. The treasurer shall appoint
a deputy treasurer, who shall give such bond to the treasurer as the
said treasurer may require, and shall receive an annual salary as
such deputy treasurer, to be fixed by the treasurer and county com-
missioners, payable in monthly installments.

In the absence or incapacity of the Treasurer of Harford County,
for any reason, the Deputy Treasurer shall have full right, power and
authority, and it shall be the duty of said Deputy Treasurer, to sign
and execute any instruments and to otherwise act for and in behalf
of the said Treasurer of Harford County with full authority and in all
matters pertaining to the office of said Treasurer.

Sec. 2. And be it further enacted, That this Act is declared to be an
emergency law and necessary for the immediate preservation of the
public health and safety, and having been passed by a yea and nay
vote, supported by three-fifths of all the members elected to each of
the two Houses of the General Assembly of Maryland, the same shall
take effect from the date of its passage.

CHAPTER 525
(House Bill 80)

AN ACT to add a new section to Article 63 of the Annotated Code of
Maryland (1951 Edition), title "Mechanics Lien", sub-title "Hospi-
tals", said new section to be known as Section 52 and to follow
immediately after Section 51 thereof, said section having been
added by Chapter 14 of the Acts of 1954, establishing a method for
disposing of animals abandoned in veterinary hospitals.
