he may reside, and make oath or affirmation that the facts which
he shall set forth are strictly true; that he has been a bona fide
resident of the county for twelve months next preceding his ap-
plication for said license; that he desires and intends to use said
license in the county in which he resides or in the waters used in
common by his own and other counties; and that he will comply
with and obey all laws of this State regulating the taking or catching
of oysters with tongs or patent tongs; provided, however, that any
duly ordained minister of the gospel shall not be subject to the
residency requirements of this section.
(d) Issuance of License. Upon taking the oath described in Sec-
tion [652] 653(c), either before the clerk of court or a Notary
Public, and upon receipt of a license fee of Three Dollars and Fifty
Cents ($3.50) and Twenty-five Cents as Clerk's fee, the Clerk of the
Circuit Court of the County wherein the applicant resides shall
issue a tonging license authorizing the person licensed to take or
catch oysters with tongs or patent tongs, subject to the further
regulations or restrictions provided in this sub-title.
Sec. 2. And be it further enacted. That this Act shall take effect
June 1, 1957.

AN ACT to repeal and re-enact, with amendments, Sections 77 and
79 of Article 66½ of the Annotated Code of Maryland (1951 Edi-
tion), title "Motor Vehicles", sub-title "Administration—Regis-
tration—Titling", relating to revocations of licenses, etc., by the
Department of Motor Vehicles.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 77 and 79 of Article 66½ of the Annotated Code of
Maryland (1951 Edition), title "Motor Vehicles", sub-title "Admin-
istration—Registration—Titling", be and they are hereby repealed
and re-enacted, with amendments, to read as follows:
77. (Authority of Department to Suspend or Revoke a Registra-
tion.) In any of the following events, the Department is hereby
authorized to suspend or revoke the registration of a vehicle or a
certificate of title, registration card, or registration plate, or the
[permit] driving license of any resident or non-resident [or other
permit], subject to the right of appeal to the Circuit Court of any
County of this State if the licensee is a resident of said County or
has his place of business therein or to the Baltimore City Court if
the licensee lives in Baltimore City or has his place of business in
