CHAPTER 71
(House Bill 172)

AN ACT to repeal and re-enact, with amendments, Section 35 (a)
of Article 33 of the Annotated Code of Maryland (1956 Supple-
ment), title "Elections", sub-title "Registration", relating to the
compensation of registrars in Allegany County.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 35 (a) of Article 33 of the Annotated Code of Maryland
(1956 Supplement), title "Elections", sub-title "Registration", be
and it is hereby repealed and re-enacted, with amendments, to read
as follows:

35. Registrars, permanent, temporary and substitute; permanent
board of registry.

(a) Registrars, permanent, temporary and substitute.—For the
purpose of enabling persons to register in this manner in Baltimore
City and in the counties mentioned in Section 23 above, the board of
supervisors of elections of said city and county shall appoint two
registrars, as provided in Section 4 of this Article, except that one
shall be appointed by the member of the board who shall have been
selected from the political party opposite to that of the Governor and
shall be removable by such member of the board in his discretion.
In the event of the temporary incapacity of either or both of the
registrars, or when the registrars in Allegany County are sitting in
various parts of the County other than at the permanent registration
office, as hereinafter provided, the board of supervisors of elections
of said city or county shall appoint a substitute registrar or sub-
stitute registrars who shall serve during the period of the incapacity
or absence of the regular registrar or registrars. The substitute
registrar or registrars shall be paid the sum of ten dollars each per
diem, for each day served, said sum of ten dollars per diem to be paid
by the Mayor and City Council of Baltimore or by the County Com-
missioners. The said board may also in its discretion appoint such
number of temporary registrars as they may deem necessary to serve
no longer than a period of fifteen days immediately prior to the last
day of the registration of voters preceding any primary or general
election, one-half of whom shall be selected from a political party
opposite to that of the Governor; any two of such temporary regis-
trars, provided one be of opposite political affiliation to the other,
shall have authority during the period of their appointment to regis-
ter, transfer, affiliate or change the affiliation of any person or per-
sons so applying. Such registrars and temporary registrars shall
have all the rights, powers, duties and responsibilities of registration
officers, including the right and power of administering oaths. The
temporary registrars shall be paid the sum of $10.00 each per diem,
for each day served, said sum of $10.00 per diem to be paid by the
Mayor and City Council of Baltimore or by the County Commis-
sioners. In Allegany County, each registrar appointed under the pro-
