ment), title "State Roads", sub-title "State Highway Construction
Bonds, Second Issue", in so far as such provisions concern the
construction and reconstruction of the so-called South River Riva
Road Bridge in the Second District of Anne Arundel County, and
authorizing and directing the Board of County Commissioners of
Anne Arundel County to proceed under said Section 162G of
Article 89B for the contraction and reconstruction of the said
Bridge.

Whereas, The South River Riva Road Bridge in the Second Dis-
trict of Anne Arundel County is presently in poor condition so that
restrictions must be imposed upon the type of vehicles which may use
tie Bridge; and

Whereas, It is highly desirable that a new and much improved
bridge be provided at this important location in order to facilitate
and improve the natural flow of commerce and intercourse in this
vital section of Anne Arundel County; and

Whereas, Federal aid secondary funds are presently available for
Anne Arundel County in an amount in excess of Three Hundred
twenty-five Thousand Dollars ($325,000) which, when supplemented
by the necessary matching funds, should be more than sufficient for
the construction of this bridge; and

Whereas, The Riva Road Bridge is part of the County Federal
Aid Secondary System and is eligible for participation in Federal
aid secondary funds; now therefore

Section 1. Be it enacted by the General Assembly of Maryland,
That for the purposes of the construction and reconstruction of the
so-called South River Riva Road Bridge in the Second District of
Anne Arundel County there is hereby waived that provision in
paragraph (a) of Section 162G of Article 89B of the Annotated
Code of Maryland (1956 Supplement), title "State Roads", sub-title
"State Highway Construction Bonds, Second Issue", which now re-
quires that "Any such county, not later than December first of each
year, may notify the Commission of its desire to participate in the
proceeds of a series of bonds to be issued under this section in the
next succeeding fiscal year and the amount of such participation
proposed;". Such waiver shall be effective as to the date of December
first in order to permit such action and procedure by the Board of
County Commissioners of Anne Arundel County with respect to the
so-called South River Riva Road Bridge in the Second District of
Anne Arundel County.

Sec. 2. And be it further enacted, That the Board of County
Commissioners of Anne Arundel County be and they are hereby
authorized and directed to take such action under said Section 162G
of Article 89B for the construction and reconstruction of the said
South River Riva Road Bridge.

Sec. 3. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immediate
preservation of the public health and safety and having been passed
by a yea and nay vote, supported by three-fifths of all the Members
elected to each of the two Houses of the General Assembly of Mary-
land, the same shall take effect from the date of its passage.
