WITH BE ENFORCED BY HIM. IN THE EVENT AN APPEAL
IS TAKEN, THE COMMISSIONER OF PERSONNEL SHALL BE
NOTIFIED OF SUCH APPEAL IN WRITING BY SUCH EM-
PLOYEE WITHIN THE TIME PRESCRIBED HEREIN. The find-
ing and decision of the Commissioner shall be final and shall be cer-
tified to the Register of Wills, the Clerk of Court or the County
Treasurer, as the case may be and shall be forthwith enforced by
him.
89-I. (a) The Classified Service Board may, from time to time,
adopt such rules and regulations, not inconsistent with the provisions
of this sub-title, as shall implement the intendment of this Act. Such
rules and regulations may be amended from time to time. PRO-
VIDED, HOWEVER, THAT ANY RULE OR REGULATION
ADOPTED OR AMENDED UNDER THIS SUB-SECTION SHALL
BE SUBJECT TO THE APPROVAL OF THE COMMISSIONER
OF PERSONNEL.
(b) A copy of the rules and regulations shall be kept on file in
the office of the Register of Wills, the Clerk of Court and the County
Treasurer for public instruction and inspection.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1957.

(Senate Bill 350)
AN ACT to repeal and re-enact, with amendments, Section 653 (a)
of Article 66C of the Annotated Code of Maryland (1951 Edition),
title "Natural Resources", sub-title "Oysters and Clams", relating
to the right of a person who is 65 years of age or over to take or
catch oysters in the waters of Wicomico County AND DORCHES-
TER COUNTY and correcting an error in said section.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 653 (a) of Article 66C of the Annotated Code of Mary-
land (1951 Edition), title "Natural Resources", sub-title "Oysters
and Clams", be and the same is hereby repealed and re-enacted, with
amendments, to read as follows:
653. (Tonging). (a) Tonging License for Men. Any male
person between the age of fourteen and sixty-five who shall engage
in the taking or catching of oysters by tongs or patent tongs from
any natural oyster bar of this State, except in the waters of Worces-
ter County, or who shall be employed on any tong boat shall first
obtain a license as prescribed herein, provided, however, that no such
person shall be deemed to be in default under the provisions of this
