appears in Sections 6(c), 6(e), 6(f), 6(g), 6(h), 6(i), Section
14(a)(4), the second paragraph of Section 14(b), Section 14(c),
and Section 15(b) of this Article, it shall be construed to mean
Board of Appeals. When the word "Board" appears in Sections
11(g)(1), 11 (g)(2), 11 (h), 11 (i), 11 (j) and 17(a), it shall be con-
strued to mean both the Executive Director and the Board of Appeals
and they shall have equal and independent authority to exercise the
powers contained therein.
The Executive Director shall furnish to the Board of Appeals
such equipment, housing, supplies and services as may be necessary
to the operations of said Board of Appeals, and shall, with the ap-
proval of the Board of Appeals, appoint an adequate number of
referees and other personnel, as may be required by the Board of
Appeals, for the proper and effective performance of the Appeals
procedures provided by this Act. All personnel shall be under the
administrative authority of the Executive Director.
The manner in which appeals to the referees and the Board of
Appeals shall be presented, and the procedures governing such ap-
peals shall be in accordance with the rules or regulations prescribed
by the Board of Appeals pursuant to their authority as outlined in
Section 6(g) herein.
(1) Effective June 1, 1957, the Governor shall, by and with the
advice and consent of the Senate, appoint the Executive Director,
whose term shall expire May 31, 1963, 1961, and who shall have all of
the duties and shall exercise all of the powers conferred upon the Ex-
ecutive Director by this Article. Upon the expiration of said term and
for each succeeding term, the Governor, by and with the advice and
consent of the Senate, shall appoint a successor who shall hold office
for the term of six years and until his successor is duly appointed
and qualified. Any vacancy occurring during a term shall be filled by
the Governor, by and with the advice and consent of the Senate, for
the unexpired portion of the term. The Executive Director shall
receive remuneration in such amount or amounts as may be fixed
by the Standard Salary Board.
(2) There is hereby created a Board of Appeals consisting of three
members, a chairman and two associate members, who shall each
take the oath of office prescribed by the Constitution before entering
upon the duties of office.
Effective June 1, 1957, the Governor shall, by and with the advice
and consent of the Senate, appoint a full-time chairman of the Board
of Appeals, whose term shall expire May 31, 1963, 1961, an associate
member of the Board of Appeals, whose term shall expire May 31,
1961, 1963, and an association member of the Board of Appeals, whose
term shall expire May 31, 1959. Upon the expiration of each of said
terms, the Governor, by and with the advice and consent of the
Senate, shall appoint a successor who shall hold office for the term
of six years, and until his successor is duly appointed and qualified.
Any vacancy occurring during a term shall be filled by the Governor,
by and with the advice and consent of the Senate, for the unexpired
portion of the term.
The chairman and associate members of the Board of Appeals
shall receive remuneration in such amount or amounts as may be
fixed by the Standard Salary Board.
