Maryland (1951 Edition), title "Unemployment Insurance Law",
sub-titles "Administrative Organization" and "Collection of Con-
tributions", and to add new sub-section 7(d) to said Article of the
Code, sub-title "Contributions", to follow immediately after sub-
section 7(c) thereof, generally amending the unemployment in-
surance laws to provide for the abolition of the Employment Se-
curity Board, creating an Executive Director and a Board of Ap-
peals and relating to their duties and powers, relating generally to
local advisory councils and to certain appeals thereunder. AND A
BOARD OF APPEALS AND RELATING TO THEIR DUTIES
AND POWERS, TO CERTAIN APPEALS THEREUNDER,
AND RELATING GENERALLY TO STATE AND LOCAL AD-
VISORY COUNCILS.

Section 1. Be it enacted by the General Assembly of Maryland,
That sub-sections 10(a), 11(e) and 14(c) of Article 95A of the
Annotated Code of Maryland (1951 Edition), title "Unemployment
Insurance Law", sub-titles "Administrative Organization" and "Col-
lection of Contributions", be and they are hereby repealed and re-
enacted, with amendments, and that new sub-section 7(d) be and it
is hereby added to said Article of the Code, sub-title "Contributions",
to follow immediately after sub-section 7(c) thereof, and all to read
as follows:

10. (a) [Employment Security Board.] Administration Organi-
zation.

[The administration of this Article is hereby placed under the
direction and supervision of the Department of Employment Se-
curity, under the Employment Security Board, which Board shall
consist of a chairman and two associate members, who shall each
take the oath of office prescribed by the Constitution before entering
upon the duties of his office. The members of said Board on June 1,
1947, shall continue to hold office during the term for which ap-
pointed. Upon the expiration of each of said terms, the Governor, by
and with the advice and consent of the Senate, shall appoint a suc-
cessor who shall hold office for the term of six years, and until his
successor is duly appointed and qualified. Any vacancy occurring
during a term shall be filled by the Governor, by and with the advice
and consent of the Senate, for the unexpired portion of the term,
The Chairman of the Board and the associate members shall each
receive such remuneration in such amount or amounts as may be
fixed by the Standard Salary Board, and they shall devote their full
time to the duties of their office. Any two members shall constitute
a quorum. No vacancy shall impair the right of the remaining mem-
bers to exercise the powers conferred upon the Board under the
provisions of this Article.] The administration of this Article is
hereby placed under the direction and supervision of the Department
of Employment Security under a full-time salaried Executive Di-
rector and a Board of Appeals as hereinafter constituted. The ad-
ministrative functions heretofore exercised by the Employment Se-
curity Board, which Board is hereby abolished, except those provided
for by the second paragraph of Section 6(c), Sections 6(e), 6(f),
6(g), 6 (h), 6(i), 14 (a) (4), the second paragraph of Section 14(b),
Section 14(c), and Section 15(b) of this Article from and after the
effective date hereof shall be exercised by said Executive Director.
Wherever within this Article the word "Board" appears, it shall be
construed to mean Executive Director except where the word "Board"
