made with the purchasers or holders of any such bonds and obliga-
tions ;

(j) To borrow money and issue negotiable revenue bonds, certifi-
cates or other evidence of indebtedness or obligations and to secure
the payment of such bonds, or any part thereof, by pledge or inden-
ture of trust of all or any part of its revenues, rentals and receipts,
all as may be provided in the resolution authorizing the issuance of
such bonds, which resolution shall be taken as a part of the contract
with the holders of such bonds, and to make such agreements with
the purchasers or holders of such bonds or with others in connection
with any such bonds whether issued or to be issued, as the Authority
shall deem advisable, and in general to provide for the security for
said bonds and the rights of the holders thereof;

(k) To make contracts of every name and nature, and to execute
all instruments necessary or convenient for the carrying on of its
business;

(l) Without limitation of the foregoing, to borrow money and
accept grants from, and to enter into contracts, leases or other trans-
actions with, any Federal or State Agency;

(m) To acquire in its own name by condemnation in accordance
with and subject to the provisions of the existing laws of this State
applicable to the condemnation of property for public use, real prop-
erty or rights or easements therein or franchises and licenses con-
venient for its corporate purposes provided, however, that the
Authority shall be under no obligation to accept and pay for any
property condemned under the provisions of this Act except from
the funds provided under the authority of this Act. In any proceed-
ing to condemn property under the terms of this Act, the court
having jurisdiction may enter such orders as may be just to the
Authority and to the owner of the property to be condemned ;

No property owned by Montgomery County or by any board,
department, or agency of the County, or property of the State of
Maryland, shall be acquired by the Authority by purchase or con-
demnation without the prior consent of the County Council, or of
the Department of Public Works of the State of Maryland, as the
case may be. The Authority shall not have the right to condemn any
property or any interest therein belonging to and actually devoted

to public use by a public service or public utility corporation which

is subject in any manner to the provisions of Article 78 of the
Annotated Code of Maryland, title "Public Service Commission", nor
shall the Authority have the right to condemn any property or any

interest therein of such a corporation while being held in reason-

able amounts for necessary future public use by a public service or
public utility corporation.

(n) To pledge, hypothecate, or otherwise encumber all or any of
the revenues or receipts of the Authority as security for all or any
of the obligations of the Authority;

(o) To do all acts and things necessary or convenient to carry
out the powers granted to it by this Act or any other Acts;

(p) To enter into agreements with the State Roads Commission
of Maryland or any other public body providing for the construction
or reconstruction of highways and bridges by the Authority if such
