Commission is required to properly carry out the duties hereby
assigned to the Commission under the provisions hereof, and shall
from time to time make recommendations concerning the same to the
County Commissioners of Wicomico County and the Board of Edu-
cation of Wicomico County, which recommendations said joint Boards
shall consider, but which shall be advisory only and shall not bind
said Boards in any action which they may take. In the event of a
vacancy on the Commission by death, resignation, or otherwise,
such vacancy shall be filled by the Board or Boards, and in the man-
ner, by which the member of the Board whose vacancy is being filled

parts hereof shall not be affected thereby.

Sec. 9. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immediate
