Sec. 2. And be it further enacted, That this Act shall take effect

(Senate Bill 22)
AN ACT to add Section 9(e) to Article 23A of the Annotated Code
of Maryland (1956 Supplement), title "Corporations—Municipal",
sub-title "Home Rule", sub-heading "Definitions and Limitations",
to follow immediately after Section 9 (d) thereof, defining the
term "municipal charter" for the purposes of the statutory pro-
visions concerning municipal home rule.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 9 (e) be and it is hereby added to Article 23A of the
Annotated Code of Maryland (1956 Supplement) title "Corpora-
tions—Municipal", sub-title "Home Rule", sub-heading "Definitions
and Limitations", to follow immediately after Section 9(d) thereof,
and to read as follows:

(e) ''Municipal charter" defined—As used in this sub-title, the term
"municipal charter" shall include the existing charter and all local
laws of the General Assembly relating to the incorporation, organiza-
tion, government, or affairs CONCERNING ADMINISTRATION
AND SERVICES, of said municipal corporation.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1957.

Article 27 of the Annotated Code of Maryland (1951 Edition),
title "Crimes and Punishments", sub-title "Department of Correc-
tion", relating to the duty of the Board of Correction to have
inspections made of the several county jails, lock-ups, prison farms
