grant of authority to the Police Commissioner to have such number
of persons as may be deemed necessary in his judgment in the
positions of matron, chauffeur, signal and telephone operator,
crossing guard and station-house clerk and other additional clerk
and civilian employees among the civilian and clerical employees
of the Baltimore City Police Department; a decrease in the number
of linemen of the Telephone and Signal Division and an increase
in the number of hostlers, machinists; authority to designate a
number of custodial workers, maintenance laborers, superintendent
for maintenance of buildings, a supervisor and an assistant super-
visor of Central control records and a printer foreman; and the
deletion of the method of increasing the number of patrolmen in
prior years.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sub-section (a) of Section 532 of the Charter and Public Local
Laws of Baltimore City (1949 Edition), title "Baltimore City", sub-
title "Miscellaneous Local Laws", sub-heading "Police Commissioner",
as said sub-section was amended by Chapter 457 of the Acts of 1951
and by Chapter 134 of the Acts of 1953, be and it is hereby repealed
and re-enacted, with amendments, to read as follows:

532. (a) The Police Commissioner shall have the power to remove
any uniformed officer for any violation of any rule or regulation
which he may make and promulgate to the Police Department of
Baltimore City. The uniformed police force shall consist of [six]
nine (9) inspectors of police, one to be designated, from time to time,
by the Police Commissioner as Chief Inspector, to be assigned to such
duties as the Police Commissioner may from time to time direct,
with full power to the Police Commissioner to change such Chief
Inspector at any time he may desire to do so and appoint another
one of the inspectors to the duties of said Chief Inspector; not more
than fifteen (15) captains; not more than [seventy-five (75)] eighty-
one (81)
lieutenants; not more than [three hundred fifteen] three
hundred eight (SOS)
sergeants [,]; not more than [two thousand
and eighteen (2,018) patrolmen in the calendar year 1954 and not
more than two thousand two hundred and eighteen (2,218) patrol-
men in the calendar year 1955 and thereafter] two thousand seven
hundred and eighteen (2,718) patrolmen;
[one] two (2) [police-
woman] policewomen with the rank of sergeant and [thirteen (13)
other] such additional policewomen [.] as may be necessary in the
judgment of the Commissioner.
The civilian and clerical employees
of the Police Department of Baltimore City may include [one (1)
Traffic Engineer; five (5) investigators; one (1) draftsman, and
one (1) clerk, Traffic Bureau;] one (1) supervisor, Taxicab Bureau;
[twenty-six (26)] such number of matrons as may be necessary
in the judgment of the Police Commissioner;
one (1) male stenog-
rapher; [one (1) lineman designated as assistant foreman; one (1)
lineman designated as foreman and thirteen (13)] three (3) line-
men, Telephone and Signal Division; [eighteen (18) charwomen]
twenty-one (21) custodial workers; [three (3)] four (4) hostlers;
[thirty-eight (38)] such number of chauffeurs as may be deemed
necessary in the judgment of the Police Commissioner;
one (1) chief
engineer, [two (2) engineers and three (3) firemen,] Marine
Division; [one (1) foreman, such number of maintenance men and
laborers as may in the judgment of the Commissioner be necessary;]
one (1) chief machinist; [fourteen (14)] seventeen (17) machinists;
